Description: WATER TOWER TANK INSPECTION & MAINTENANCE THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for all Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Small Disadvantage Business, HubZone, Woman Owned Small Business, and Small Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. Responses from other than the above mentioned groups will not be considered. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, Tampa, FL Team, is conducting market research to identify potential sources with the intention to award Service Contract, which has a requirement to provide a complete Water Tower Tank Evaluation and Report, Tank washout and disinfection in accordance with AWWA C652-11 s to include all necessary labor, parts, material, tools, equipment's, transportation, and supervision required to perform this service. The Contractor personnel shall have all the required training and certifications to perform duties as delineated in this contract. All certifications and training requirements shall be provided upon request of the Contract Specialist or the Contracting Officer Representative. It is strongly recommended that the contractor makes a site visit to determine what will be needed in order to accomplish all requirements of this statement of work. The Contractor shall obtain all necessary licenses and/or permits required to perform the work for the James A. Haley VA Hospital located in Tampa, FL. Evaluate the tank's interior, exterior, accessories, and visible portions of the foundations. Conduct the on-site field evaluation consisting of the roof and other structural members of the tank, coatings, safety and sanitary, and submittal of a certified engineering report outlining the observations and recommendations for rehabilitation and maintenance. Tank evaluation will be the "DRY EVALUATION". Field Evaluation: Access the tank surfaces by rigging and rappelling on the exterior as required by the condition of the tank to identify sanitary, safety, or structural deficiencies. While rappelling, look for irregularities to be analyzed by TMI engineering staff. Take ultrasonic thickness measurements to analyze deviations from the original thickness to determine the effect on the tank. Visually evaluate to locate cracks, spalling, or other types of deterioration. Test coating and adhesion and provide recommendations for painting and rehabilitation of the tank. Photograph tank to document condition of the tank. The Contractor shall comply with all applicable federal, state and local laws and ensure that job performance shall at all times protecting persons, material, equipment, and supplies from damage and loss. Government security personnel shall have the express right to inspect for security violations at any time during the term of the contract. ? Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). The agreement period will be from the date of agreement award until end of work. NAICS Code is 541330. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than, 1630/04:30PM Eastern Standard Time (EST) on Mar 11, 2016. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regards to this requirement, as they are not authorized to discuss this matters related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award. If a solicitation is issued, information will be posted on the FedBizOpps (FBO) web site for all qualified interested parties at a later date, and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any service. The government will not pay for any information or administrative cost incurred in response to this Request for Information. Information will only be accepted in writing by e-mail to Contract Specialist at jose.sierra-colon@va.gov. No phone calls will be accepted. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
