Description
Sources Sought Notice (RFI) The National Park Service has a requirement for the project stated below. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. There is no bid package, solicitation, specification or drawings available with this announcement. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you chose to submit a package, clearly identify the park and a project on your package (GATE 201037C - Waste Water Treatment Plant), your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, Small). Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided. Submit a capabilities Statement for your company and for any Sub-Contractors you would use on the project. Your response is due no later than 5pm MST March 16, 2016. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc. - see 13 CFR 121.103 and 13 CFR 121.108. Project Details: Gateway National Recreation Area Sandy Hook, New Jersey Sandy Hook Waste Water Treatment Plant NAICS Code: 237110 Estimated Cost Range: $5M - $10M Estimated Period of Performance: 07/2016 - 06/2017 This project will replace the current wastewater treatment processing equipment with a new packaged treatment system. The existing treatment plant was inundated with floodwater during Superstorm Sandy in October 2012, causing significant damage to the existing mechanical and electrical equipment. Emergency repairs were undertaken to restore treatment operations, however critical plant components and all of the equipment remain below the required flood elevation. In addition, the entire plant has reached the end of its lifecycle such that even if it were resilient, the entire plant would have to be replaced within a very short period of time. This project will place all critical processing equipment above the required flood elevation with a new integrated fixed film/activated sludge package treatment system. The project requirements include maintaining the existing plant operations in order to adequately treat wastewater throughout the construction period. This requires careful phasing to re-pipe and selectively demolish the existing plant in a sequence that will not jeopardize the treatment process. The fenced project site is very compact requiring construction of the new plant immediately adjacent to and within the existing plant's footprint. The entire project site is in close proximity to sensitive natural resource areas including sand dunes, beaches and the Atlantic Ocean. With minimal undisturbed space in the project site, material and equipment deliveries will require careful scheduling to allow for work to proceed efficiently and without affecting the natural resource sensitive areas outside the small project site. The scope of work for this project includes: 1. Re-piping of existing treatment process for continued operation during construction. 2. The construction of a new access road within the plant site. 3. Selective demolition of two concrete trickling filter structures and associated underground piping. 4. Site grading. 5. Concrete foundations/tanks for the new treatment trains. 6. Installation of precast vaults. 7. Installation of new treatment trains and all associated piping, valves, controls, etc. 8. Renovation of existing trickling filter structure to a new chemical pump and storage area. 9. New electrical service to power treatment process. 10. Modifications to the SCADA monitoring and alarm system. 11. Treatment system start-up and commissioning. 12. Site restoration including grading and seeding. Completion of each item includes all materials, labor, reclamation, transportation, material processing plants, equipment, royalties, warranties, O&M manuals, and incidentals necessary to complete the Work as described in the construction drawings and these specifications. Lastly the contractor will be responsible to obtain and pay for all permits and fees from the state and local authorities, including utility and construction permits, fees, and inspections, whether temporary or permanent. Contractor is responsible to include in the bid amount any costs associated with work by Utility Companies. The entire project will be constructed under a single prime contract. Capability Information: 1. Past Performance: Interested vendors shall submit 3-5 examples of past performance on similar projects in scope and costs that occurred within the last 10 years. Projects cited should demonstrate that the Contractor has the technical capability, skills and experience to successfully: a) Construct a new waste water treatment facility similar in scope and size; b) Coordinate phasing to provide uninterrupted wastewater treatment during construction; c) Coordinate construction with large equipment and material deliveries with limited staging and a confined project site. 2. Financial Capability: Interested vendors shall have acted as the prime contractor on projects with an estimated range of $5 - $10M providing examples and a determination that your company possesses sufficient resources to successfully complete this project. 3. Project Management: The contractor shall demonstrate qualifications, experience, and credentials on past project teams to include subcontractors and how the project team enhanced and ensured a well-coordinated and successful outcome for each project listed.
