Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture, Forest Service, Acquisition Management, Incident Support Branch (AQM ISB) intends to award a sole source requirements contract to The Beechcraft Corporation, DBA Textron Aviation for Aerial Supervision Module (ASM) Operational Usage Analysis 1.This new effort would take the loads data collected between the 2009 effort and the present. Data presented will include the ASM / Leadplane operational loads housed in the Forest Service database as well as the preliminary report compiled by Wichita State University through a grant from the FAA. Areas of emphasis from the data collected and the preliminary report are as follows: 1.1.A very small percentage of the flights were in the extreme-attitude category with pitch and roll angles exceeding ±30 and ±80 degrees. 1.2.With flaps extended, the limit load factor of +2.00 g was exceeded in a large number of firefighting cases. 1.3.Maximum indicated airspeed was exceeded in a noticeable number of cases. 2.Tasks 2.1.Based on the data collected, evaluate and update the structural inspection program intervals to include any new areas identified based on the mission usage. 2.2.Identify any additional inspections, overhaul limits or life limits based on the current data. For example, evaluate and identify modifications needed for the aircraft maintenance program to include the following aircraft exceedances: roll, pitch, Vne, g exceedances with flaps retracted and deployed 2.3.Identify any additional actions that should be incorporated into the maintenance program. 2.4.Given the mission mix identified in the data, provide projections of the aircraft lifecycle used in this mission for 300 hours per year over a 20 year life. Identify any additional lifecycle cost based on the mission usage. The statutory authority for this one year sole source procurement is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Beechcraft is the manufacturer and as such has access to data and engineering that is only available to the manufacturer and data that will be required to perform the requested analysis and provide approved changes to the maintenance schedules of the aircraft. This notice of intent is NOT a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 15 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
