- The purpose of this amendment No.3 is to extend the quotes/proposals due date and to provide additional information in regards to the trade-in as follows: Quotes/Proposals Due Date has been changed to March 8, 2016 at 11:00AM, EST. The NCI plans to trade-in a PET/CT Scanner; Model No. Gemini TF 16; S/N 7129; Manufactured by Philips, Acquisition Date October 29, 2008. The purpose of this amendment No.2 is to respond to questions provided by an interested source as follows: 1) Are you looking for a trade in of existing equipment? If so, please provide current equipment model. Response: Yes, NCI will trade in currently owned instrument - Philips Gemini TF 16 2) In order to provide accurate delivery costs, we need access to the site no later than noon on Friday the 4th. Is this acceptable? Response: No access to the site will be provided. The lab has a loading dock with a lift and 2 freight elevators. Please provide an estimated delivery date and cost. The purpose of this amendment No.1 is to revise bullet # 6 and to add one requirement under PET REQUIREMENTS. Changes are in bold and italic. This amendment also responds to a question provided by an interested source as follows: 1) Can you please tell me if there is a make or model you prefer and can it be refurbished or has to be brand new? Response: There is no specific make or model listed on the solicitation. Equipment must be brand new. The National Institutes of Health (NIH), National Cancer Institute (NCI), CCR, Molecular Imaging Program (MIP), plans to procure one PET/CT whole body scanner. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC62527-57 includes all applicable provisions and clauses in effect through FAR FAC 2005-85-2 (February 2016) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. I. Description of Contractor Requirements The NCI, CCR, Molecular Imaging Program (MIP) is focused on the development of advanced imaging tools to further the treatment of cancer in humans. The MIP conducts pre-clinical and clinical research on PET/CT and MRI imaging. For PET/CT imaging the MIP conducts research with novel PET agents, some of which have never been used before in humans. Thus, the MIP requires state of the art equipment. The replacement PET/CT whole body scanner for the Molecular Imaging Program must meet or surpass the following requirements: Overall System Requirements: • Must show proven reliability in clinical settings with at least 3 years of system deployment. CT Requirements: • Must have a minimum of 128 Slice CT • Must provide concurrent volume coverage and thin slice imaging • Must have a Perfomix 40 X-Ray Tube • Must have a Volara XT Digital DAS • Must have a minimum 5 Beat Cardiac • Must have a minimum 44 msec cardiac temporal resolution • Must have 3D mA modulation acquisitions and ECG dose modulation for dose reduction. • Must have a neuro 3D Filter • Must have a CT adaptive iterative reconstruction PET Requirements: • Must have a minimum of 24 PET Detector Rings of lutetium based crystals • Must have a minimum axial imaging FOV of 15.7cm • Must have a minimum trans-axial imaging FOV of 70cm • Must have a minimum NEMA sensitivity of at least 7.4cps/kBq • Must have a minimum NEMA scatter fraction of 37% • Must have a minimum NEMA peak NEC of 130kcps • Must have a minimum NEMA recovery coefficient of 50 for the smallest sphere size of 10mm internal diameter • Must provide TOF PET Imaging • Must have a minimum TOF resolution of 550 ps • Must have 3D iterative reconstruction, with all corrections within the iterative loop. • Must provide the ability to perform 3D reprojection analytic image reconstruction • Must provide 3D Fourier rebinning and 2D filter backprojection image reconstruction. • Must provide detector geometry modeling for enhanced image quality • Must provide a model based 3D Scatter Correction with outside field of view scatter estimation • Must provide a randoms correction based on singles rate • Must provide dead time correction with pile up estimates • Must provide the ability to scan a subject 2 meters in height in a single whole body scan • Must have an integrated list mode processing for post image reconstruction and post processing to generate static, dynamic and gated images • Must provide the ability to reconstruct images with 100 iterations to achieve full iterative convergence leading to PET quantitation accuracy (SUVmean) while reducing image signal to noise without the need of image post filtering. • Must provide point spread function system modeling • Must provide time of flight reconstruction integrated into the iteration algorithm • Must provide iterative modeling of the attenuation map • Must provide respiratory motion correction with 4D phase-matched respiratory motion correction • Must reconstruct 4mm transaxial or better whole body time of flight images within 3 minutes, 30 seconds, when performing a post-acquisition reconstruction. • Must reconstruct 2mm transaxial or better whole body time of flight images within 5 minutes, when performing a post-acquisition reconstruction. • Must provide bedside acquisition control so technologist can start a scan when standing next to the subject • Must provide cantilever support for the patient bed to prevent excessive bed sagging due to large body mass index (BMI) subjects when the bed is extended into the PET scanner FOV during data acquisition. General Requirements: • Must provide a minimum of 12-month warranty. • All shipping/handling and installation costs must be included in quote/proposal. II. Delivery: Contractor(s) shall deliver the item within 90 days after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer's Representative (COR) to schedule the installation date and time. III. Installation: Contractor shall install the equipment (new) and have ready to use within seven (7) days after delivery and acceptance. IV. Payment: Payment shall be made after delivery, installation, and successful operation of equipment. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: March 7, 2016 at 11:00 am EST. The Government is not responsible for locating or securing any information which is not identified in the proposal.
