Description
The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures to Sides, Jack L General Contractor, to provide de-winterizing services at the research facility on the top of Pikes Peak, Colorado, for the US Army Research Institute of Environmental Medicine USARIEM. Services shall include de-winterizing the facility, preparing for occupancy, and sanitization by the research staff several weeks prior to the start of two separate research protocols scheduled for 1 June 2016 through 31 August 2016. Services also include winterizing the facility at the conclusion of the study protocol in September 2016. Any repairs that need to be made must be accomplished prior to the 1 June 2016 occupancy date. NAICS code: 238220; PSC: J045. The Contractor shall open the facility to include snow removal required to access facility 1 June 2016. De-winterize the research facility by removal of anti-freeze from plumbing and mechanical systems, removal of protective barriers, check electrical and piping systems for damage and operational status. Remove and properly dispose of kitchen refrigerator, furnish and install new replacement refrigerator. Activate propane fired heating systems. Facility closing includes reversal of the de-winterization process and RV anti-freeze protection and exterior barriers. The Contractor shall perform revisions and improvements to fresh water supply and storage systems in equipment room to include new variable frequency drive water pump to eliminate noise and slamming during water demands. The Contractor will also perform specialized facility repairs due to weather and/or animal damage and perform inspection of all electrical service components and provide city of Colorado Springs reports as required. Contractor will be available for general repairs and maintenance of active systems and service calls for entire period of performance. The square footage of the facility is 2,600. Sides General, Inc., has serviced this laboratory and created propriety and unique systems and machinery to ensure that research studies were able to continue in the short fast-paced timeline that are expected at the conditions. There are no blueprints or standard designs to this facility due to its remote location. This contractor is the only vendor in the area with capabilities to service a unique, remote, high altitude laboratory with an impeccable record of quality work over the last 30 years. The contractor has access to specialty subcontractors when specific mechanical problems occur due to the age of the facility and its environmental controls. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
