- Request for Information (RFI) The Government is currently working a follow-on requirement for ID04130080 "Operations Plans Engineering Technical Support" The follow-on contact/task order will not be awarded prior to the completion of the current task order in March 2016; thus without an extension to the current task order there will be a lapse in coverage of this critical requirement. The Government is considering extending its current task order, utilizing the Option to Extend Services clause 52.217-8, for a period not to exceed six months in order to prevent the lapse in coverage. As part of its market research, GSA is issuing this RFI to determine if other sources exist that can immediately provide the level of service required to support the agency's mission without the need for a transition period (i.e. full performance level must begin on day one, March 2016). A brief description of the scope of the services and requirements are below. This RFI is only for the purpose of identifying potential sources as part of GSA's market research. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations/Proposals (RFQ/RFP). Responders are solely responsible for all expenses associated with responding to this RFI. GSA will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ/RFP, make an award, or to be responsible for any monies expended by industry responses to this RFI. 1.0 Scope Using facility life cycle management software system provided by the RSC, the Contractor shall develop, customize, populate and deploy a life cycle management plan that will minimize life cycle and operating costs for the 88th RSC facilities. This plan shall be customized in such a way as to provide the 88th RSC objective management reports that can be used to plan, program and project preventive maintenance and repair cost, equipment and building system replacement forecasts, and also capture performance data of existing systems. The facility management plan shall be customized/populated and deployed in such as way as to facilitate the development and tracking of the Preventive Maintenance program for each facility. The Plan shall be capable of capturing complete inventory list of equipment, and historical data and operational costs on said equipment. The Contractor shall identify data gaps and recommend practices that should be altered. As part of the customization/population/deployment of the software driven plan the Contractor shall ensure that sound Life Cycle Management practices are established. The Contractor shall provide technical support for planning and prioritization of project work, and maintain a central data base for work requirements and a centralized tracking system to account for project work. The Contractor shall assist the 88th RSC in the quality assurance of service contracts for grounds, custodial, and refuse management. The Contractor shall monitor, respond to alarms, and analyze data from facility building automation and HVAC Direct Digital Control (DDC) control systems as necessary, providing the staff in these facilities an environmentally safe and productive environment at the best possible life-cycle and operating cost. The Contractor shall develop cost effective recommendations that will improve reliability and reduce operating costs. The Contractor shall provide technical support and assist the 88th RSC maintain and input data into the General Fund Enterprise Business System (GFEBS), which is a web-based enterprise resource planning solution databases. GFEBS interfaces with the legacy RISER database. The web-based system(s) enables the 88th RSC to track work order and resource obligations. The systems are also capable of status reporting. The Contractor shall provide technical support and assist the 88th RSC with configuration management. Configuration Management Analysis is required to assist the 88th RSC perform professional facility management and engineering functions within the Operations Division of the Directorate of Public Works (DPW) Office. The Contractor shall provide technical support and assist the 88th RSC plan and prioritize project work, maintain a central data base for work requirements, as well as a centralized tracking system to account for project work. The Contractor shall assist the 88th RSC in the quality assurance program, as it relates to service contracts for grounds, custodial, and refuse management. The 88th RSC uses the Baldrige excellence framework. The organization incorporates operational and business practices which are measurable and results oriented in a customer oriented environment. The objective for this position is to primarily provide quality assurance/improvement support to the command leadership and all directorates/staff sections within the 88th RSC. This will include regular reports, developing appropriate performance measurements/metrics, developing action plans, developing process maps, providing analysis, supporting strategic planning, and executing the annual Army Communities of Excellence (ACOE) key events. Because of the diversity of the tasks and directorates to be supported, the contractor must possess a broad range of knowledge, skills, and capabilities to support requirements. Additionally, to maximize the benefit to the Government/88th RSC, the contractor must be able to interact knowledgeably and easily with appropriate Government personnel and other contractors. The contractor must demonstrate technical competence, management skills, and the ability to staff and meet mission support requirements with little advance notice and assistance. 2.0 Clearance Requirements • All employees must have NAC (National Agency Check) clearance prior to starting the effort. 3.0 Period of Performance • 1 Apr 16 - 15 Sep 16 - Not to Exceed Six Months 4.0 Workload Estimate The workload on a six month basis is expected to be 35,360 hours. The Government is seeking more than a simple "yes services can be provided," but instead is looking for a detailed description of how you can provide the services and be at a full performance level on day one without a transition period.
