Description
Note: Vendor questions are posted at the end of this announcement. Amendment to Solicitation 1.Amendment to section B.2.2 - General Scope a.It was: Contractor shall provide all labor, material, and supervision required to provide full valet parking and front-door services in accordance with the terms and conditions of the solicitation and resulting contract. The Contractor shall have the valet parking site ready to provide the services at the times indicated, and incidentals to manage and perform the required services for patients, visitors, family members, volunteers, critical lot authorized personnel, and those coming to the VA San Diego Healthcare System (VASDHS) for business or official purposes. The Contractor shall provide two (2) golf car drivers for pick up and drop off within the valet area to ensure front door service at the La Jolla Campus only. The VA will provide the golf car vehicles for the front-door service. b.It now reads: The Contractor shall provide all labor, material, and supervision required to provide full valet parking and front-door services in accordance with the terms and conditions of the solicitation and resulting contract. The Contractor shall have the valet parking site ready to provide the services at the times indicated, and incidentals to manage and perform the required services for patients, visitors, family members, volunteers, critical lot authorized personnel, and those coming to the VA San Diego Healthcare System (VASDHS) for business or official purposes. The Contractor shall provide two (2) golf car drivers for pick up and drop off within the valet area to ensure front door service at the La Jolla Campus only. The requirement for electric vehicles is described in section B.2.9.2. 2.Amendment to section B.2.9.2 - Electric Vehicle Procedure a.The title was "B.2.9.2 - Electric Vehicle Procedure." b.The title is amended to "B.2.9.2 Electric Vehicle Requirement." 3.Amendment to section B.2.9.2 (1) a.It was: 1.The Contractor shall provide electric vehicles for the Front-Door services. The Contractor shall ensure the electric vehicles meet the following salient characteristic. b.It now reads: The Contractor shall provide electric vehicles for the Front-Door services upon request from the Contracting Officer. The Contractor shall ensure the Contractor owned electric vehicles meet the following salient characteristic. 4.Amendment to section B.2.9.2 (2) a.It was: The Contractor shall provide all necessary labor, materials, supplies, repair parts, tools, equipment, transportation, and supervision to provide all intervening repair services, scheduled maintenance services, scheduled preventive maintenance inspections (PMI), and replacement of worn or defective parts. All vehicle services shall be based on the equipment manufactures recommended service and preventive maintenance procedures and schedules. b.It now reads: The Contractor shall provide for Contractor owned electric vehicles all necessary labor, materials, supplies, repair parts, tools, equipment, transportation, and supervision to provide all intervening repair services, scheduled maintenance services, scheduled preventive maintenance inspections (PMI), and replacement of worn or defective parts. All vehicle services shall be based on the equipment manufactures recommended service and preventive maintenance procedures and schedules. 5.Amendment to section B.2.9.2 (3) c.It was: The Contractor shall ensure continuous vehicle availability to provide uninterrupted Front-Door services as stated in B.2.9.3(1) by offering a same day replacement when an electric vehicle becomes out of order. d.It now reads: The Contractor shall ensure continuous vehicle availability to provide uninterrupted Front-Door services (see B.2.9.3 for description of Front-Door Service Procedures) by offering a same day replacement when an electric vehicle becomes out of order. 6.Amendment to section B.2.9.3(1) a.It was: The purpose of the front-door services is to offer two (2) passenger vehicles to shuttle patients and other authorized personnel from the valet parking drop-off area to the Hospital main entrance at the La Jolla Campus only during the service hours stated in B.2.9.6. The Contractor shall provide two (2) drivers for passenger pick up and drop off within the valet area to ensure front-door service. Upon request from the COR, the Contractor shall provide electric vehicle according to section B.2.8.2. b.It now reads: The purpose of the front-door services is to offer two (2) electric vehicles to shuttle patients and other authorized personnel from the valet parking drop-off area to the Hospital main entrances at the La Jolla Campus only during the service hours stated in B.2.9.6. The COR shall designate the Hospital Main Entrances to serve as pick-up/drop-off points to shuttle patients and other authorized personnel. The Contractor shall provide two (2) drivers for passenger pick up and drop off within the valet area to ensure front-door service. See section B.2.9.2 for full description of electric vehicle requirement. 7.Amendment to section B.2.15 Contractor Personnel Security Requirements and Background Screening. a.Approximate cost for Special Agency Check was $32.00 b.Approximate cost for Special Agency Check is updated to $66.00 8.Amendment to Section B.3 Price Schedule a.Line Items 0007, 1007, 2007, 3007, and 4007 were described as: Vehicle Rental for Front-Door Services; Quantity: One, Item Description : M6; six(6) passenger Electric Vehicle, six (6) forward facing electric shuttle (Brand name or equal). b.Line Items 0007, 1007, 2007, 3007, and 4007 are amended to reflect an increase in quantity from one (1) to two (2). It now reads: Vehicle Rental for Front-Door Services; Quantity: Two, Item Description : M6; six(6) passenger Electric Vehicle, six (6) forward facing electric shuttle (Brand name or equal). c.Line Items 0009, 1009, 2009, 3009, and 4009 are now deleted. 9.Amendment to section E.5.7(6) a.It was: Other than price capabilities documentation required by section E.5 (FAR52.212-2 - Evaluation - Commercial Items). b.It was amended to: Other than price capabilities documentation required by section E.6 (FAR52.212-2 - Evaluation - Commercial Items). 10.Amendment to section E.5.7(7) a.It was: Past Performance documentation required by section E.5 (FAR52.212-2 - Evaluation - Commercial Items). b.It was amended to: Past Performance documentation required by section E.6 (FAR52.212-2 - Evaluation - Commercial Items). 11.Amendment to section E.6 (52.212-2 Evaluation - Commercial Items), sub-factor D. a.It was: Sub-Factor D: Ability to ensure continuous vehicle availability to provide uninterrupted front-door services as stated in B.2.8.3(1) by offering a same day vehicle replacement when an electric vehicle becomes out of order. The offer shall include a narrative stating the contingency plan for same day vehicle replacement. b.It now reads: Sub-Factor D: Ability to ensure continuous vehicle availability to provide uninterrupted front-door services as stated in B.2.9.2(3) by offering a same day vehicle replacement when an electric vehicle becomes out of order. The offer shall include a narrative stating the contingency plan for same day vehicle replacement and the estimated replacement time. Vendor Questions 1.Please clarify if Government or Contractor should be providing carts/electric vehicles. Section B.2.9.2 (1) states that "The Contractor shall provide electric vehicles for the Front-Door services upon request from the Contracting Officer." The Contractor is not responsible to provide electric vehicles unless this optional line item is exercised by the Government. 2.Section D.4 of the solicitation offers historical car count data. Do these figures reflect the total number of vehicle being parked by the Full Valet Parking Service only or a combined total of the Full Valet Parking Service AND the Modified Valet Parking Service (Employee stack parking service). Also, is Mission Valley included in this total of just La Jolla? Section D.4 does not differentiate whether the vehicles were parked by full valet parking or modified valet parking services. Section D.4 reflects the number of vehicles parked per day at the La Jolla campus only. 3.Does the VA anticipate changing, relocating, or modifying and of the existing valet parking service loading/unloading areas or parking areas? Yes. These changes will be done based on the need of the Government, such as scheduled construction projects, patient flow, and the number of vehicles parked per day.
