Description
Request for Information (RFI) The Government is currently working a follow-on requirement for ID04130079 "Environmental Program Technical Support 88 th Regional Support Command" The follow-on contact/task order will not be awarded prior to the completion of the current task order in March 2016; thus without an extension to the current task order there will be a lapse in coverage of this critical requirement. The Government is considering extending its current task order, utilizing the Option to Extend Services clause 52.217-8, for a period not to exceed six months in order to prevent the lapse in coverage. As part of its market research, GSA is issuing this RFI to determine if other sources exist that can immediately provide the level of service required to support the agency's mission without the need for a transition period (i.e. full performance level must begin on day one, March 2016). A brief description of the scope of the services and requirements are below. This RFI is only for the purpose of identifying potential sources as part of GSA's market research. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations/Proposals (RFQ/RFP). Responders are solely responsible for all expenses associated with responding to this RFI. GSA will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ/RFP, make an award, or to be responsible for any monies expended by industry responses to this RFI. 1.0 Scope The Contractor shall provide technical support to assist the 88 th RSC with assessing, improving, obtaining, maintaining and sustaining environmental compliance at 88 th RSC facilities, activities, operations, and locations as described herein. The Contractor shall also provide technical support to assist the 88 th RSC in evaluating sites for planning pollution prevention and energy conservation strategies initiatives, documenting pollution prevention and energy conservation programs, performing site assistance visits and documenting findings and recommendations for quality program improvements, and ensuring compliance with laws and regulations affecting the 88 th RSC facilities' pollution prevention and energy conservation programs. The contractor shall ensure the buildings and grounds are properly monitored and maintained to meet the environmental standards of a federal workplace. The contractor shall complete checklists, databases, spreadsheets,, reports, studies and evaluations as well as customer/vendor interfaces on a routine basis to support compliance with federal environmental standards. The Contractor shall assist the 88th Regional Support Command (RSC) with the execution and implementation of a multi-faceted, comprehensive environmental compliance program, as described herein. This performance work statement provides for comprehensive environmental compliance and operations technical support for the ongoing facility support and sustainment of the U.S. Army Reserve facilities located in the 88th RSC. The area Environmental Protection Specialist (aEPS) typically supports an entire State(s) or an aEPS area of responsibility (AOR). The Contractor shall provide comprehensive technical support for numerous tasks described herein and work at various locations throughout the 88th RSC AOR. The contractor shall provide continual feedback to the 88th RSC Directorate of Public Works (DPW) on facility related matters, using various media and data forms. In addition, to the Contractor shall also identify deficiencies and provide key input and oversight for facility improvements as it pertains to environmental compliance that would improve the functionality and sustainment of the facility. Facilities are loosely defined as buildings, grounds, and natural and man-made features at each property location. 2.0 Clearance Requirements •· All employees must have NACI (National Agency Check with Inquiries) clearance prior to starting the effort. 3.0 Period of Performance •· 1 Apr 16 - 15 Sep 16 - Not to Exceed Six Months 4.0 Workload Estimate The workload on a six month basis is expected to be 26,880 hours. The Government is seeking more than a simple "yes services can be provided," but instead is looking for a detailed description of how you can provide the services and be at a full performance level on day one without a transition period.
