- Market Research Questionnaire General Construction and Design Build Construction Multiple Award Task Order Contract (MATOC) for CONUS Area(s) of Responsibility This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Angela Kelly at angela.kelly@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The Government is seeking potential Small Business sources to include the following categories: Small Business (SB), Certified 8(a), Historically Underutilized Business Zone Businesses (HUBZone), Small Disadvantaged Business, (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women-Owned Small Business (WOSB), for two (2) separate General Construction and Design Build Construction Multiple Award Task Order Contracts (MATOC)s, one (1) East MATOC and one (1) West MATOC. The Mississippi River will be the dividing line between the East and West MATOC. The North American Industry Classification Code (NAICS) is 236220. The Small Business Size Standard is $36.5M. Project Descriptions: GENERAL REQUIREMENTS This project is a General Construction and Design-Build MATOC for multiple construction/renovation/alteration/repair task orders to be used primarily at Marine Forces Reserve (MFR) Marine Corps Reserve Centers and Defense Logistics Agency (DLA) Distribution warehouse facilities at various locations throughout CONUS. Task orders will generally range between $50k and $10M but on occasion there may be a need for a task order outside of this range. The design portion must be accomplished by qualified, experienced, professional A-E multi-discipline firms. Contract Period of Performance and Amount. Any resultant contract will be for a period of one (1) base year, and four (4) option years, not to exceed five (5) years. The pool size (number of contracts that may be awarded under the MATOC) is anticipated to be six (6), but could be more or less. Each contract within the pool will share the total contract capacity estimated at $49 million over the five year period. Scope of Work. The MATOC is to support general construction and design-build work primarily consisting of the following: The Construction portion includes but is not limited to construction, alterations, renovations, real property tenant improvements, and repairs at government facilities. Typical efforts include but are not limited to site work, new construction, additions, alterations and improvements, repairs, HVAC, electrical, fire protection, special systems, paving and concrete, roofing, structural systems, energy conservation enhancements, energy saving through different innovation methods, asbestos and lead abatement and mold remediation in accordance with task order technical specifications and all corresponding attachments. Furniture replacement projects with associated building utility renovations (power, data, voice, etc.) may also be executed. This contract will provide all required demolition, hazardous material surveys and abatement to execute projects. The Design portion must be accomplished by qualified, experienced, professional A-E multi-discipline firms. The A-E firms must be capable of design analysis, planning, development, CADD, professional services, pre-design site- assessment, feasibility and concept studies, design, geotechnical investigations and reports, environmental investigations, studies and reports, abatement and sampling, construction documentation, cost estimates, value engineering, post design-shop drawing review, construction phase services, and construction administration. Additional services include but are not limited to: seismic design, topographic and boundary surveys to include mapping and analysis (including data collection and verification), historical and cultural resource investigations, design review, seismic analysis, design construction cost reconciliation, environmental testing, statement of work review, site surveys and evaluations, and Environmental Protection Agency (EPA) compliance for hazardous material such as aircraft fuels, solvents, chemicals, asbestos, lead based paint and radon. The contractor is also required to have expertise and knowledge of the design of Anti-Terrorism/Force Protection (AT/FP) requirements, security and communications systems, fire protection and life safety systems, and other technical services as may be required. All work must be performed by or under the direct supervision of licensed professional Architects or Engineers. A-E disciplines required to comply with the above requirements include but are not limited to: registered architect, registered civil engineer, registered electrical engineer, registered mechanical engineer, registered structural engineer, registered fire protection engineer, registered geo-technical (registered civil may be acceptable if certified), registered environmental (registered civil may be acceptable if certified), interior designer, certified environmental survey/design personnel, and construction management. All contractor employees working at the project must possess a social security card. Employees must be either a U.S. citizen, green card holder, or in possession of a workers permit. These requirements with no exceptions must be met to be granted access to work at any of the sites listed above. It would be a benefit to the offeror to have engineering and construction personnel familiar with USACE standards and practices for military construction projects. Qualified Small Businesses additionally submit the following information: 1. Company name, address, phone number, point of contact. 2. Company's CAGE Code and DUNS Number to verify your business status as a qualified Small Business (SB), Certified 8(a),Historically Underutilized Business Zone Businesses (HUBZone), Small Disadvantaged Business, (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women-Owned Small Business (WOSB). Contractors must be registered in Systems for Award Management (SAM) and Online Representations and Certifications Application (ORCA) at the time of contract award. Please see www.sam.gov and www.bpn.gov for additional registration information. 3. Offeror's Joint Venture information if applicable - existing and potential 4. Indicate the primary nature of your business. 5. Offeror must demonstrate capability to simultaneously perform contracts of this magnitude and complexity through comparable work performed. Provide three (3) examples of projects using the attached MFR/DLA MATOC Market Research templates executed by YOUR FIRM as the prime with a minimum construction cost of $1.5 million each and performed concurrently and in 3 different states in CONUS. All projects shall be successfully completed, or substantially completed (fully designed and at least 50% construction progress completed) within five (5) years preceding the date of this Sources Sought. Please provide demonstrate experiences in the type of work detailed above, with MATOC. Include point of contact information for examples provided as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. 6. Offerors must submit Bonding Capability in the form of a letter from their Surety. The minimum bonding requirement for this contract is $10M single and $30M aggregate. 7. Email responses are required. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Please ensure that all information is submitted as one (1) document.
