- Required supplies for NARMS laboratories This is NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT NOTICE (SSN) to determine the availability and capability of vendors to provide the required supplies for the Sensititre® Antimicrobial susceptibility test system (AST). The Food and Drug Administration (FDA) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), commercial type contract for the delivery of laboratory equipment/supplies for the National Antimicrobial Resistance Monitoring System (NARMS). This is a follow-on to Contract number HHSF223201110015I with Remel Inc. This contract is anticipated for one base year and four one year options. NARMS is an inter-agency surveillance program involving FDA, Centers for Disease Control (CDC) and U.S. Department of Agriculture (USDA). This program is administered by the FDA's Center for Veterinary Medicine (CVM) and is charged with prospectively monitoring changes in the antimicrobial susceptibility of zoonotic enteric pathogens. The National Food Safety Initiative of May 1997 requested CVM to increase NARMS's surveillance of antimicrobial resistance among foodborne pathogens. Since then, the program has been expanded to include more NARMS testing sites and additional sources of bacterial isolates. It now provides surveillance of Salmonella, Campylobacter, E. coli and Enterococcus from retail meats as well as human, animal, and environmental sources. Sensititre® equipment was installed in all NARMS laboratories at the inception of the program in 1996 to assure methodological consistency. Sensititre® specializes in antimicrobial susceptibility testing. The use of a single test system in all NARMS laboratories insures consistent testing of isolates and enhances comparability of the resulting data. Varying test systems could impart bias into the susceptibility results and thereby preclude trends analysis; this would severely limit the Government's ability to detect and respond to emerging resistance problems and outbreaks of resistant zoonotic enteric disease. For these reasons, the Sensititre® system currently established in NARMS laboratories must continue to be used. The disposable supplies will be used by the Government with its Sensititre® equipment which requires ancillary supplies specific to the equipment. The Sensititre® AST system is found in human and animal hospitals, and private diagnostic laboratories across the country and internationally. The vendor will be required to ship NARMS Sensititre® lab supplies to the following four locations on a monthly basis-based on shelf life and need: VM- Laurel, MD, Centers for Disease Control (CDC) - Chamblee GA, CDC - Atlanta GA,, FDA/Office of Regulatory Affairs (ORA) -, Denver CO. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met, no later than 10 days from the date of this announcement and reference Sources Sought No. 1162046 The applicable North American Industry Classification System (NAICS) Code is 325413 - In-Vitro diagnostic Substance Manufacturing. A determination by the Government not to compete the proposed work based on the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be sent via email to the Contract Specialist/Officer listed. No phone calls will be accepted. This information is being sought for planning purposes only and shall not be construed as an Invitation for Bids, a Request for Proposals, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with the submission of the information being requested or reimburse expenses incurred by interested parties for responses to this SSN.
