Visitor Control Center Market Research Demonstration- Vendor Agreement Visitor Control Center Market Research Demonstration- Self Nomination Form Visitor Control Center Market Research Demonstration- Checklist Visitor Control Center Market Research Demonstration- Use Cases Visitor Control Center Market Research Demonstration- Plan Visitor Control Center Market Research Demonstration- Notice Notice Posting-08 March 2016 Visitor Control Center Market Research Demonstration Notice *See attachments for Notice flowchart and associated forms* Problem Statement: How do we automate and streamline Army Visitor Control Center (VCC) operations to improve the customer experience while maintaining the security and safety of the Installation? Explore immediate solutions including elimination of paper applications by creating a standalone automated visitor screening solution with the capability to integrate with Physical Access Control Systems (PACS). 1. This Market Research Demonstration (MRD) notice is NOT a solicitation for proposals, proposal abstracts or quotations. This notice is issued In Accordance With (IAW) Federal Acquisition Regulation (FAR) 15.201(c). Responses may be used for market research IAW FAR 10.001. Issuance of this notice does NOT constitute any obligation or commitment on the part of the U.S. Government to issue a solicitation or to award a contract. The Government will invite vendors who self-nominate to participate in a non-proprietary MRD to be held at Fort Belvoir, Virginia and a non-standard remote site in Virginia. The MRD allows the Government to observe and provide feedback to the vendor about their product’s potential as a viable solution. This notice identifies the current requirements; MRD use cases executed during the demonstration; vendor self-nomination process; and observation checklist forming the basis for Government feedback. Participating in this demonstration is voluntary. Participants will NOT receive payment for costs incurred in support of the MRD. 2. The Government will entertain only non-proprietary demonstrations. The Government reserves the right to select aspects of recommended solutions for inclusion in a possible future solicitation. 3. Contractor advisors will observe execution of use cases and provide comments to the Government. The Government shall employ safeguards, including Procurement Integrity Law compliance and non-disclosure agreements, to avoid conflicts of interest and ensure advisors safeguard proprietary data. Submissions in response to this MRD constitute approval for the participation of Government support contractors. 4. Joint Product Manager, Force Protection Systems (JPdM-FPS) is conducting market research which will be used to plan and implement an acquisition strategy to potentially procure an automated system to simplify and streamline VCC operations. User objectives for VCC capabilities are described in Paragraph 7 of this MRD notice. 5. The vast majority of Army Installations perform a labor intensive manual approach to processing visitor access (see Figure 1). Some physical security access control automation is taking place; however, this automation only impacts a portion of VCC operations (see Figure 2). 6. The Government has particular interest in production-ready systems (i.e., minimum Technology Readiness Level (TRL) 7) as defined by the Department of Defense (DOD) Acquisition Guidebook dated 28 June 2013. 7. The Government desires a system that meets and/or exceeds the following objectives to automate visitor processing; eliminates paper applications and manual logs; and provides for future integration to Physical Access Control Systems (PACS) to enhance VCC operations: a) Automate workflow as much as possible. b) Receive and process security alerts from PACS. c) Provide integrated and automated on-site capability for visitors to submit access requests and inform visitors when processing is complete. d) Web-based capability to submit visit requests for pre-screening before entering the VCC. e) Notify visitors on the status of their visit request. f) Scan and process identification cards (driver’s license or other Government issued identification) including picture recognition. g) Validate and adjudicate drivers’ licenses from states that are non-compliant with the REAL ID Act of 2005. h) Identify counterfeit, forged and tampered with identification. i) Manage a queue of individuals who are unable to use the self-service equipment or experience issues when using the system. j) Allow an employee, via manned station, to manually enter, view status, edit visitor information and enter any additional input which may be required to process a request. k) Verify visitor social security numbers. l) Maintain visitor record. m) Store visitor request transaction. n) Scan visitor’s identification card and retrieve information about the visitor. o) Query the visitor (such as reason for visit, if cargo delivery what type of cargo, etc.) and allow visitor to enter information. p) Notify user or local support staff in the event of system failure or reduced capability via e-mail, pop-up notification or other methods. q) Print a visitor pass (paper and plastic). r) Successfully process 95% of visitors. s) Provide the visitor with visual status display or printed information at the completion of the transaction, such as a tracking number, instructions, etc. t) Collect, protect, then delete Personally Identifiable Information (PII) at the user interface. u) Encrypt user records IAW DoD policies. v) Maintain transaction log for two years. w) Implement access-management scheme with granular permissions and access logging for Common Access Card authentication and enforcement. x) Automated audit log and reduction capability. 8. The Government requires vendors to execute the Use Cases at Attachment 2. The following guidelines apply to the demonstration: a) Vendor shall not connect to Installation infrastructure. b) Vendor shall provide visitor credentials. c) Vendor shall provide visitor records. d) Government representatives will observe execution of use cases. e) Two geographically-separated locations will be used for the Demonstration – a “pseudo VCC” located at Fort Belvoir, Virginia and a non-standard remote Army site in Virginia to be identified. f) Demonstration of the web-based visit request capability will be initiated from a location on Ft. Belvoir but outside of the VCC. 9. Vendors desiring to participate in the MRD must complete and submit the Self-Nomination form and Vendor Market Research Demonstration Agreement within two weeks of FedBizOpps Posting. The demonstration is tentatively scheduled three months from submission of Self-Nominations and Demonstration Agreements, based on vendor readiness. 10.
