- Description
- This is a sources sought notice only for informational and planning purposes and does not constitute a solicitation. The U.S. Army Contracting Command - Redstone (ACC-R) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the procurement of Engineering Services support for the Air Traffic Navigation Integration Coordination System (ATNAVICS) and Fixed Base Precision Approach Radar (FBPAR) systems to conduct any non-recurring engineering, investigation, inspection, analysis, documentation, test or evaluation effort which will or may likely impact the software or hardware. Specific effort to be expended shall be defined in Technical Direction Orders (TDOs). The efforts shall include planning and managing an engineering services program and accomplishing engineering and logistics tasks, including the following types of support: product improvements, technical studies and white papers, design trade studies, alternate architecture development, Simulation and modeling, Prototype design, fabrication, integration, assembly and test. Retrofits and Retrofit Spares for the ATNAVICS and FBPAR systems are also anticipated to be procured. The intent of the Request for Information (RFI) is to gauge overall industry interest and capabilities. Description The AN/TPN-31 ATNAVICS is a self-contained tactical Airport Surveillance Radar (ASR) and Precision Approach Radar (PAR) system that provides Air Traffic Services (ATS) at Army terminal airfields, landing sites, or zones at Division, Corps and Echelons Above Corps (EAC). The ATNAVICS equipment operates from and shall be moved by the High Mobility Multipurpose Wheeled Vehicle (HMMWV). The ATNAVICS is air transportable by fixed or rotary wing aircraft with the roll on/roll off capability on a C-130. The operations and communications equipment includes ASR and PAR radars; Secondary Surveillance Radar/Identification Friend or Foe (SSR/IFF); secure jam-resistant voice communications; multi-mode display units; self-contained Environmental Control Unit (ECU); and power generation equipment located on a separate trailer. T he AN/TPN-67 FBPAR is a self-contained, fixed location PAR system that provides Air Traffic Service at designated airfields and uses much equipment in common with the ATNAVICS. Configuration of the FBPAR equipment is such that the operation is from a remote location. The equipment consists of a rotatable X-band dual-phased array antenna group (identical to the ATNAVICS PAR antenna); an electronics and maintenance shelter with an uninterruptable power supply, a backup generator, and a remote Ground Control Approach (GCA) multimode display and radar control station. The FBPAR pedestal rotates the antenna for coverage of up to six runway positions. Online performance monitoring and alignment software automatically monitors and optimizes system performance. Automatic and manual fault isolation software identifies components requiring repair, with failed component's identity and location presented graphically The PAR, used both on ATNAVICS and FBPAR, is a track-while-scan system with a one second update rate providing tracking of over 75 targets. It has moving target detection (MTD) signal processing, adaptive clutter and STC (sensitivity time control) maps, and frequency agility.
