RFI_TALOS_SOFIC_2016 Notice Type: Special Notice Synopsis: Dates: May 23-26, 2016 2016 United States Special Operations Command (USSOCOM) Tactical Assault Light Operator Suit (TALOS) five minute solution sessions. A. INTRODUCTION: This Request for Information (RFI) is NOT a Broad Agency Announcement, solicitation for proposals, proposal abstracts, or quotations. USSOCOM will host 2016 USSOCOM TALOS technology solution sessions during the Special Operations Forces Industry Conference (SOFIC) in order to rapidly assess and provide feedback regarding the potential for the demonstrated technologies as they relate to the technical challenges of TALOS. TALOS is a USSOCOM Science and Technology (S&T) thrust to advance the state of the art in warfighter protection and augmentation. The primary objective of these sessions is to identify new technologies applicable to the TALOS technical challenges. The May 2016 USSOCOM TALOS technology solution sessions will be unclassified. USSOCOM invites industry, academia, individuals, and labs to submit documents addressing innovative technology solutions for presentation at these TALOS sessions. B. EVENT SPECIFIC INFORMATION: Vendors will present technical solutions to panels of SOF operators and subject matter experts. The vendor's presentation should be no longer than five minutes in length; presentations can include, but are not limited to, visual presentations, technology demonstrations, or videos. The panel will ask questions and provide unclassified feedback on the presented technology addressing the tactical relevance and applicability to TALOS. The sessions will be conducted in an open forum with the limited opportunity for the SOFIC attendees in the audience to provide comments on the technology solution. SOFIC attendees will include not only United States Government ("Government") employees, but may also include Government support contractors, other members of industry, foreign government officials, or other attendees. Technology solutions should address one or more of the following areas: 1. Man portable power supply 2. Novel passive cooling textile technologies 3. Flexible, rifle-protection armor solutions 4. Narrow wavelength near-eye projection display systems 5. Wired/Wireless/Wired real-time data and low-rate video transitions for cable snag recovery 6. See-through day Heads Up Display (HUD) capabilities 7. Wide-FOV NVG with integrated display capability 8. Operator input devices to include: a. Wireless and batteryless momentary switch technology b. Wireless weapon-mounted controls c. Flexible Touch and pressure-sensitive navigation capabilities (e.g. touchpads) 9. 3D Audio digitizing solution for helmet-mounted integration 10. Rapid-turn electronics design and integration capabilities 11. Low-power (mW) mobile video transmission components 12. Multimedia-enabled helmet-mounting development capabilities a. NVG mounts with video, audio, and data capabilities b. Unique movement and stowage methodologies 13. High efficiency video processing and rendering architectures for wide-field Augmented Reality generation. 14. Near-eye Obscured display capabilities for integration. 15. High-rate camera video through asynchronous Read Out Integrated Circuit (ROIC) response 16. Medical/physiological status monitoring sensor technologies C. SUBMISSION AND PRESENTATION INSTRUCTIONS: Presentation team must include a highly qualified engineer, scientist, designer, or technician. The following documents shall be submitted for consideration via email to TALOS@socom.mil no later than 6:00 PM Eastern Daylight Time (EDT), 22 April 2016: • One to two page/slide power point of the technology solutions that should include the following information: o Title, technology area of interest as referenced in the specific technology area appendix, period of performance, estimated cost of task, name and address of the Offeror, technical and contracting points of contact, telephone and fax numbers. o Task objective with description of work to be performed. o Technical summary and proposed deliverables. o Best guess of the anticipated cost of the effort. o Anticipated period of performance. • Quad chart o Presents the overall view of the proposed work in a snapshot. • Presenter(s) résumé or curriculum vitae Security/Classification Requirements: Vendors shall not include classified information in the application documents, presentations, or other supporting documents. Export-controlled Requirements: Presentations and supporting documentation shall not include technical data whose export is restricted by the Arms Export Control Act or the Export Administration Act of 1979. Vendors wishing to discuss export-controlled technology with the USSOCOM TALOS Team should contact the USSOCOM Technology & Industry Liaison Office (TILO). For further information on TILO, see http://www.socom.mil/sordac/Pages/SubmitYourIdea.aspx. Intellectual Property (IP) and Proprietary Information Requirements: All application documents, presentation materials, and other supporting documents containing IP and/or proprietary information shall be marked accordingly. Note that presentations will be in an open forum and subject to public disclosure. The Government will make all efforts to ensure Government personnel do not misuse IP and proprietary information that is clearly and appropriately marked in writing. The Government will not be responsible for misuse of IP or proprietary information by non-Government attendees. D. SELECTION FOR PRESENTATION: All applicant presentations may not be selected to attend based on the following criteria: • Limited capacity and session time • Maturity level of proposed technologies / capabilities • Relevance of technology / capabilities to the TALOS system • Presentation of a technology solution at a previous TALOS event Each applicant will receive a notification email on or before 29 April 2016 on whether they were selected for a 2016 USSOCOM TALOS technology solution session. Attendees are responsible to coordinate their lodging and transportation requirements at their own cost. Attendees must separately coordinate SOFIC registration and attendance, further registration information can be found at http://www.sofic.org/register/. Additional administrative requirements and other event details shall be disseminated, to all those selected to attend, via email no later than 29 April 2016. If notified that they have been selected to present, attendees must send their final presentations, or detailed explanations of their demonstrations, to TALOS@socom.mil no later than 18 May 2016. E. ADDITIONAL INFORMATION: No contracts will be awarded based solely on this announcement or any subsequent supplemental RFI announcements. All submission costs, travel costs, and other costs associated with this RFI and any presentation are the responsibility of the vendor. F. SPECIAL NOTICE: Contractor consultant/advisors to the Government may review and provide support during evaluation of submittals. When appropriate, non-Government advisors may be used to objectively review a particular functional area and provide comments and recommendations to the Government. All advisors shall comply with procurement integrity laws and shall sign non-disclosure and rules of conduct/conflict of interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Submission in response to this RFI constitutes approval to release the submittal to Government support contractors. G. Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
