Description

THIS IS A SOURCES SOUGHT NOTICE. This is not a request for quote. A solicitation will not be issued at this time. The Department of Veterans Affairs, Bay Pines C.W. Bill Young VAMC has a requirement for Home Oxygen Services. The intent of the procurement is to award an Indefinite Delivery Indefinite Quantity contract (IDIQ). The performance period will consist of one base period. Scope of Requirement: There were 750 prescriptions referrals for Home Oxygen Services/DME Set-up and made by C.W. Bill Young (Bay Pines) VA in the past fiscal year. The Performance Work Statement (PWS) which will be published with the solicitation defines the effort required for the setup, installation and management of Home Oxygen and Durable Medical Equipment and/or Ventilation services, in accordance with Joint Commission (JC) standards, to any Patient that are treated at the main Bill Young Medical Center (VAMC) and all Community Based Outpatient Clinics (CBOCs) and Outpatient Clinics (OCs) supported therein. The Bill Young VA does not have the capacity to provide these services so a contract will be sought for the provision of home oxygen, durable medical equipment and all associated products and services. All services shall be performed in the veteran's place of residence or in a nursing home housing the veteran. The area of service shall be all patients serviced by VA Bill Young, including catchment areas, regardless of where Patient resides. The equipment needs are subject to change as determined by the prescribing physician. Contractors shall have a facility or resources physically located in the geographic area in which they shall provide service. Non-territory requests will be required from time to time and the Contractor shall accept these "non-territory" veterans at that Contractor's awarded price. VA reserves the right to assign these Patients to any contractor. The geographical boundaries described herein have been determined as the areas of responsibility/jurisdiction for the C.W. Bill Young VAMC: Pinellas, Lee, Collier, DeSoto, Hardee, Highlands, Manatee, Pasco, Sarasota, and Charlotte. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) proof of registration in the VA Vet Biz or SBA websites; (4) documentation on company's bonding capacity and limitations; and (5) any other pertinent company documentation. It is strongly recommended that interested parties register into the System for Award Management (SAM) database and vendors with socioeconomic status register in the US Department of Veterans Affairs Vet Biz database. Registration may be accomplished at www.sam.gov and http://www.vip.vetbiz.gov, respectively. The response date to this Sources Sought notice is March 11, 2016 at 4:00 pm ET time. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate.
