- The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of an annual subscription from Cedigaz, including a 2016 subscription to CEDIGAZ's 'Full Membership Services': 1) CEDIGAZ databases (CEDIGAZ Statistical Database, Long-term supply contracts by Pipe-line in Europe, Long-term supply contracts by LNG Worldwide, and Underground Gas Storage Worldwide); 2) CEDIGAZ Natural Gas Statistics; 3) CEDIGAZ Annual Statistical Report ('Natural Gas in the World'); 4) CEDIGAZ News Report (U-Gas). Also, this subscription includes a 2016 Subscription to CEDIGAZ's 'LNG Services': 1) LNG databases (updated quarterly); and 2) Monthly reports on: a) LNG Trade (volume and prices and medium & long-term perspectives). CEDIGAZ is the only source that provides detailed information including a statistical database for natural gas, particularly for vented and fl ared data which is necessary to calculate carbon emissions and dry natural gas production. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(B) ? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 511199 ? All Other Publishers. Business size standard is for NAICS 511199 is 500 employees. The proposed source is Cedigaz, 1 et 4 avenue de Bois-Preau, 92852 Rueil-Malmaison Cedex ? France. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sou rces may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm Local (Washington D.C.) Time, Wednesday, March 23, 2016. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to 41 U.S.C. 3304(a)(1) and FAR Part 6 for the aforementioned requirement based on the application of FAR 6.302-1(a)(2)(ii)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies, or services are unique, or highly specialized.
