- SOURCES SOUGHT SYNOPSIS The Texas Army National Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Mobile Medical and Dental Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621498 All other outpatient care centers. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All responses under this Sources Sought Notice must be emailed to Veronica Zervan Contract Specialist USPFO for Texas email: veronica.l.zervan.mil@mail.mil If you have any questions concerning this opportunity please contact: Veronica Zervan Contract Specialist USPFO for Texas email: veronica.l.zervan.mil@mail.mil APPENDIX 1: Purpose and Objectives The objective of these Non-personal Health Care Services is to conduct and complete the requirements of TXARNG MEDICAL/DENTAL READINESS - Medical & Dental Readiness on all eligible (mobilizing or not) Service Members (SMs) in the TXARNG utilizing a HIPAA, Privacy Act, and OSHA-Compliant self-propelled, wheeled mobile health practice. Medical services shall be performed by licensed medical professionals with oversight by the TXARNG, Office of the State Army Surgeon. As well, the soldiers of TXARNG that are Class 3 Dental Status (non-deployable without approved dental treatment) require an OSHA & ADA-Compliant wheeled mobile, self-propelled dental facility (cannot be portable dental equipment inside boxed truck). Events are held all over the state of Texas at Armory locations. The events can range from 100 soldiers to 800 soldiers attending the event. Types of services would include - Dental, optometry, health assessments, SPRINT testing, over 40 exams, labs to include urine pregnancy-HIV and G6PD. This list is not all inclusive but to only represent some of the key services needed. The Contractor shall provide an Enterprise System that is CLIENT ACCESSIBLE to obtain operational details, insurance information, live event tracking and automatic status e-mail updates. The Contractor shall provide all management, labor, material, equipment, certifications and supplies necessary to provide all listed services in a self-propelled, wheeled mobile, HIPAA, Privacy Act, Radiological-Compliant, OSHA, stand-alone environment. An undetermined number (which shall be provided in each delivery order) of each service listed in the PWS shall be delivered throughout the period of performance, at multiple armories with the possibility of simultaneous requirements. The services shall provide mandated medical, expanded medical services such as Women's Health, optometry, hearing, & dental requirements to meet readiness and deploy ability standards to ensure mission capability of the TXARNG. Development & planning, setup and breakdown of the Contractor‘s equipment is the Contractors responsibility. Post event evaluations of staff and after action reports (AAR) is the sole responsibility of the Contractor to provide the OSArS within 5 days post event. Automation, to include computers, printers, internet access, and satellites for independent internet services as needed, shall be the sole responsibility of the Contractor and shall be tested prior to the event. Any pricing requested by the TXARNG should include costs of any setup & breakdown; this should not be additional and separate costs to perform services. All equipment and staffing shall be in place prior to scheduled start time of event. Contractor shall have live event & soldier tracking systems in place to report progress of events back to Point-of-Contact at Event as well as for remote tracking.
