- Business Process, Analysis and Management Support The Contractor shall provide experienced resources to: 1) Conduct business analysis to identify, clarify, and organize business requirements 2) Collaborate in the development of business process and other models and supporting requirements that clearly document CBO programmatic responsibility, scope, and control facilitate sessions to elicit strategic direction and business requirements. 3) Develop business requirements artifacts such as use cases, business architecture diagrams, models, and documents including interaction sequences between business programs and any respective systems that support these programs. The CBO has various projects that cover multiple program or support areas. The contractor shall provide services on the following areas: "CBO Member Services Business Analysis and Planning - Overarching plans "Health Eligibility Center (HEC) Business Analysis and Planning - Registration, Enrollment, and Eligibility; Member Benefits; Income Verification; and Informatics "Service Center Operations Business Analysis and Planning- Health Enrollment Center (HEC), Health Revenue Center (HRC), and Consolidated Patient Account Centers (CPACs) "Identity and Access Management (IAM) Management and Business Analysis "Veterans Transportation Services (VTS) Business Analysis and Planning "Veterans Point of Service (VPS) Business Analysis and Planning - the program that supports the customer service kiosks that are deployed in many VAMCs. The current contractor staff provide direct support for the capture of requirements, development of business models, capture and tracking of change requests and defects, coordination of meetings between VA and external stakeholders, and documentation support for Project Management Accountability System (PMAS) requirements to the following projects and programs: The Enrollment Database (EDB), which makes it possible for the Income Verification Division to determine if a Veteran is eligible to receive VA health care - delays in this work would cause harm to Veterans who may be eligible under hardship or other financial programs; The Date of Death program, which is part of the OIG findings for the Health Eligibility Centers corrective actions and on the Deputy Secretary's monthly status report - delays in this work translate into over 600,000 Veteran records being improperly classified as active and risk embarrassment to the VA every time correspondence is erroneously sent to that Veteran's surviving family; The Customer Relationship Management program under Service Center Operations, which is part of the overall plan of unifying customer contact and helpdesk activities - delays in this work cause interruptions in the execution of implementation of new software and new capabilities that would reduce the burden on Veterans seeking help in obtaining services through the VA; the Identity and Access Management program's efforts at expanding the credentials that Veterans can use to obtain access to information about themselves and their benefits - delays in this work prevent the addition of external credentials (i.e. USAA) within the current timeline and increases the burden on Veterans by forcing them to obtain separate credentials when they may already possess an acceptable credential; Veterans Point of Service program, which automates many of the functions the Veteran must do in order to receive care at VA facilities - delays in this work will result in a continued burden on Veterans and VA staff to fill out forms manually, look up information manually, and request services manually when all of these actions have been identified as areas that can be automated using the kiosks developed by this program; Veterans Transportation Services program, which provides Veterans who otherwise would not be able to receive care the means to get to their appointments - delays in this work will result in late or no delivery of online capabilities that would allow Veterans to schedule rides, review accounts, and potentially receive or make payments; CBO Member Services Business Analysis and Planning, which supports the strategic planning process for the organization - delays in this work result in a longer lead time for planning, budgeting, scheduling, and delivering initiatives selected for the current fiscal year. These are just the highest priority work from each area. Other, smaller projects are also affected and impact Veterans directly. That work involves upgrades or changes to existing processes that would reduce the burden on Veterans or improve their access to VA services and health care. All of this work is currently at risk, as these resources are not available to the VA at this time.
