- Description
- The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to solicit and negotiate solely with the following three companies: Luciad, Presagis, and Vricon as a Foreign Comparative Test (FCT) for software components, integration and maintenance; data products; Application Programming Interfaces (APIs); and engineering services to support SOCOM requirements for geo-processing, exploitation, and dissemination through the SOFPREP high performance computing environment. A determination not to compete the proposed three contracts were made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, only one source is capable of satisfying the agency's requirements. Acquisitions of items for test and evaluation under the foreign comparative testing program in accordance with 10 U.S.C. 2350a(g) and centrally managed by the Under Secretary of Defense for Acquisition, Technology and Logistics and the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)) through the Deputy Assistant Secretary of Defense for Emerging Capability and Prototyping (DASD(EC&P)) Comparative Technology Office, which provides funding for U.S. T&E of selected equipment items and technologies developed by allied or friendly countries when such items or technologies are identified as having good potential to satisfy valid DoD requirements. The Government contemplates award of 3 contracts (Luciad, Presagis, and Vricon) with a period of performance between 8-16 months for each contract. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. However, interested parties may submit their interest and capabilities no later than Wednesday, 23 March 2016 11:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: contracting@socom.mil. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet this requirement to the Government. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action based upon responses is solely within the discretion of the Government.
