Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing radio on air time for the Healthy Moments (HM) audio reports (broadcast messages) given by the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) Director. NIDDK Healthy Moments will feature healthy lifestyle tips and other important health information. NIDDK will convey consistent, reliable, and authoritative health information and tips to African Americans, who are disproportionately affected by diabetes, kidney and digestive diseases. These Healthy Moments broadcast messages will air several times per week (Monday to Friday). Additional Healthy Moments broadcasts will air three days per week during the morning drive time. Contractor shall also develop a customized webpage featuring the Health Moments report and video of the NIDDK Director and the previous health topics and tips that have been aired. This should include a link to NIDDKs website and live streaming. Contractor shall secure and deliver Healthy Moments reports on-air and via the web, with five radio stations that target adult African American listeners. Requirements include on-air broadcasting of a designated number of Healthy Moments audio reports; providing announcements throughout the week to promote the on-air reports; and creating and displaying web promotions and advertisements for Healthy Moments. Additionally, the offeror shall also provide consistent feedback to NIDDK on audience impressions and quality control by providing NIDDK with monthly online ad click-through and engagement reports and Arbitron - Nielson ratings data. To ensure quality control, the offeror shall supply accurate air checks for each broadcast and offer make-good time, during the celebrity morning shows, for any spots that are bumped, omitted, or delivered outside agreed-upon parameters using that week's scheduled Healthy Moments report. Description of services follows in the tasks below: Task 1 - On-Air Radio Broadcast The offeror shall provide 50 weeks of on-air broadcasting of Healthy Moments on a minimum of 5 radio stations in 5 different markets targeting African American and other English-speaking, minority adult listeners. The 5 markets will include Washington, D.C.,, Baltimore, MD, Chicago, IL, plus any two of the following: Dallas/Fort Worth or Houston TX, Atlanta, GA, New York, NY, Los Angeles, CA, or Miami-Ft. Lauderdale, as follows: a)Station one, in Washington, DC: to include 9 Healthy Moments unwired spots per week. b)Station two, in Baltimore, MD: to include 9 Healthy Moments unwired spots per week. c)Station three, in Chicago, IL: to include 9 Healthy Moments unwired spots per week d)Stations four and five in any two of Dallas/Fort Worth or Houston TX, Atlanta, GA, New York, NY, Los Angeles, CA, or Miami-Ft. Lauderdale: to include 9 Healthy Moments unwired spots per week for each of the two stations Task 2 - Online Promotion One rich media ad of no less than 650 px by 140 px on the top third of the station's home page that links to the NIDDK Healthy Moments web page. Task 3 - Seasonal National Broadcast Spots In the base year and each option year thereafter, the offeror shall provide the NIDDK with: eight (8) 60 second, unwired network spots on a Celebrity, Morning Radio Show, as defined in Task 1. The spots will run across a minimum of 12 markets in addition to the 5 markets defined by the offeror in accordance with the Task 1 requirements. Task 4 - Social Media Promotion The offeror shall leverage its existing social media promotional channels, including but not limited to, Twitter and Facebook, to promote Healthy Moments. Task 5 - Production Support and Management The offeror shall provide clear directions and maintain open communications with NIDDK OCPL production staff. Note: NIDDK will produce the Healthy Moments audio files and transcripts internally and will provide these materials to the offeror for the radio broadcasts, as instructed by the offeror, to meet station deadlines. NIDDK will also provide related graphics, URLs, and video to the offeror. To ensure quality control is on target, the offeror must meet the following reporting requirements. The offeror shall work with NIDDK to determine the final format of the monthly reports. The aim is to create a reporting process that is accurate yet not burdensome for either the offeror or the Government. Air checks and Notification : Two air checks by week, from different days, no later than two weeks after the reports air. The air checks must: include results for each station which broadcasts Healthy Moments, organized by station and highlight any spots which were delivered outside agreed-upon parameters. Online Activity : Ads: The offeror shall provide monthly reports to NIDDK on the number of unique visitors to each station's homepage and the number of clicks on the ad. The COTR will review and approve the monthly report format. Media Impressions : At the end of each Arbitron - Nielson ratings book that occurs during this 50-week (one-year) contract, the offeror shall supply NIDDK with Arbitron - Nielson ratings for each station that airs Healthy Moments. The results within each Arbitron - Nielson book sent to NIDDK shall accurately represent the media impressions for each participating radio station. Contractor shall also provide consistent feedback to NIDDK on audience impressions and quality control by providing NIDDK OCPL with monthly survey results and Arbitron - Nielson ratings data for each Arbitron - Nielson book. To ensure quality control is on target, contractor must supply weekly air checks for each broadcast and offer make-good time for any audio reports or web components that are delivered outside agreed-upon parameters. The intended procurement will be classified under North American Industrial Classification (NAICS) code 515112 with a size standard of $6.50 million. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 10 pages, should include references. A copy of the capability statement must be received at the address identified in this synopsis on March 17, 2016 by 11:00 A.M. local time at designated location. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provided feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate response to a solicitation.
