- THIS REQUIREMENT IS BEING PROCURED FULL AND OPEN. This is a pre-solicitation notice for Design/Build modernization involving construction and renovation at the Building 245 Radiological Research Laboratory, National Institute of Standards and Technology Gaithersburg, MD campus. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This requirement will be procured utilizing a two-phase Design-Build selection procedure. Firms responding to this requirement are hereby informed that the initial evaluation of offers (Phase I) will be a Request for Qualifications (RFQ) that will result in a short-list of a maximum of three (3) of the most highly rated firms. Only those firms short-listed in Phase I of the selection procedure will be provided the opportunity to participate in Phase II of the Request for Proposal (RFP) process. Offerors shall be required to submit personal identifying information (PII) and consent forms as defined in the solicitation instructions for their key personnel and solicitation preparation team individuals at Phase 1 submission for a government determination. Release of the technical documents for Phase II of the selection process requires specific security agreements and favorable background investigation determination for any individuals associated with access to the information on category 1 and 2 radioactive materials (Authority under 10CFR Part 37SubPart B). Offerors not complying with this bid requirement or failing to be cleared shall be disqualified from participation in Phase II of the selection process. The National Institute of Standards and Technology (NIST) intends to award one (1) Firm-Fixed-Priced (FFP) Single Award Task Order Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract (SATOC). The purpose of this SATOC is the complete modernization, expansion, design and construction at Building 245 Radiation Research Laboratory on the NIST Gaithersburg Maryland Campus. The successful Design Build contractor shall provide all technical design and construction services, supervision, labor, materials, tools and equipment necessary to expand the radiation physics research laboratory capacity, renovate and upgrade existing building spaces to comply with current/life safety code, replace aged mechanical, electrical and plumbing systems completely throughout the facility. Building 245 is 208,000 gross square feet. This will be a multi-year initiative involving extensive phased construction in occupied, secured and monitored spaces, sequentially executed to allow the continuance of radiation physics research and metrology throughout the construction period. Magnitude of construction is between $350 Million and $450 Million. The North American Industrial Classification Standard is 236220 with a small business size standard of $36.5 million. Phase I solicitation will be posted approximately March 24, 2016 on the Federal Business Opportunities website at www.fbo.gov. Interested parties can download the solicitation documents from www.fbo.gov. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. Period of Performance is 60 months. Offerors should continue to monitor FBO for the RFP and any subsequent amendments. THIS IS NOT A REQUEST FOR PROPOSAL AT THIS TIME. Offerors must be registered in System for Award Management (SAM) formerly known as the Central Contractor Registration (CCR) in order to be eligible to receive an award from this solicitation. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.acquisition.gov or by calling 866-606-8220. If submitting as a joint venture, the joint venture entity must be registered in SAM in order to be eligible to receive an award from this solicitation. The government reserves the right to cancel this solicitation, either before or after proposal opening with no obligation to the offeror by the government.
