Description
Market research is being conducted to determine if there are a reasonable number of interested businesses that can meet the requirements proposed below. If your firm is capable of meeting the requested requirements and you are interested in this project please respond appropriately, negative responses are also encouraged. The proposed project is for the following: The project is to add a new 15kV 2MW generator to an existing system consisting of three 2MW generators operating in parallel with each other to supply standby power to a critical load. Included with this project will be the addition of two new cubicles to the existing paralleling switchgear lineup for the new 2MW generator and for a Utility Source #2. The existing Kohler generators (Model #2000REOZDB) will remain in operation throughout construction with minimal downtime. DEC-550 controls are in each existing generator enclosures, and the controls in the switchgear are Modicon Momentum PLC's. The successful Contractor will need to provide all necessary equipment, programming, startup, and training services to provide a complete system with the following functions: Utility Connected Operation - protected load served by utility feed only. Both utility and load breakers are located in separate switchgear with tie breaker to the paralleling switchgear. Generator Connected Operation - protected load served by new and existing generators connected to paralleling switchgear (via tie breaker to utility source switchgear) Closed Transition between Utility and Generator Connected Operation - the system shall provide a synchronized closed transition between utility and islanded operation and between islanded and utility operation. Generator Test Mode - the existing paralleling gear is provided with a breaker for a load bank to be connected. The system shall allow the generators to be operated on the load bank completely isolated from the utility and load breakers in the utility source switchgear. Future Second Protected Load Feed - The paralleling gear shall be provided with a spare breaker for the purpose of supporting a future isolated load served by the Utility Source #2 feeder. This second system shall have all of the same features as the existing system. It will not be necessary to interconnect both systems at the same time. Due to the nature of the load being protected, minimal downtime and maximum reliability of the final system are required. The successful Contractor will need to complete all work associated with the reconnection of the system and its testing and startup with downtime to the generator system kept to less than 48 hours. Submission Requirements: 1) Documentation of product meeting the Buy American Act 2) Document of the product meeting FAR Part 23.203 and Federal Energy Management Plan All interested contractors should respond to this survey by 22 March 2016 by 1300 hrs Eastern Standard Time.
