Description

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Office of Dorn VA Medical Center (VAMC) intends to issue a Firm Fixed Price contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency (Veteran Affairs) Requirements, on or about 15 March 2016 to the Mentalix INC., Plano, TX. The period of delivery will be approximately forty-five (45) ARO days from date of award. VAMC intends to award this requirement as a sole source to Mentalix INC because Mentalix INC makes the Fed Submit (OPM) Live Scan Packs that has an enhanced definition transportable live scan system with USB interface. The Live Scan System allows the Fed Submit (OPM) Live Scan Packs to transmit records from point to point with the Challenge Handshake Authentication Protocol, which is used via phone line. Mentalix is a sole-source provider for Fed Submit (OPM) Live Scan Packs as well as the installation and training to use the systems. Mentalix also is the sole-source for annual maintenance and technical support for the products. Mentalix, Inc. manufactures the aforementioned software and does not have any resellers or distributors and therefore, is the sole source for this product and the annual maintenance for it.. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 339999 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received, shall be considered by VAMC. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
