Description
This project is being solicited under AFFARS MP5332.7. Funds are not currently available for this project, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the construction of the JTC/TRS Facility on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. The general work includes, but not limited to, the following principal features. The project site is located within an existing permitted drainage basin and no new stormwater treatment will be required. Silt fences sediment barriers will be incorporated into the design to prevent sediment migration off-site. Water service to the building for both fire and domestic services is provided by connection to an existing water main near the northwest corner of the building. A new sanitary sewer lateral will be installed connecting to the existing gravity sanitary sewer east of the building location. Structural system consists of a pre-engineered metal building system on shallow continuous strip footings with spread column footings. The exterior evelope will consist of split-face cmu veneer on exterior sheathing on metal studs with batt insulation. The roof system includes standing-seam metal panels on PEMB purlins with batt insulation. Interior spaces include simulator, office, and ancillary support areas, delineated with non-bearing metal stud/gwb walls. Electrical system consists of installing a new pad mount transformer to feed a new service panel. All electrical infrastructure shall be new and consist of power, lighting, and fire alarm. Communications system consists of installing new outside plant fiber and copper cable to the new communications room. New outlets and Category 6 cabling will be installed throughout the interior from the user networks. The cabling will terminate to patch panels in the rack and be tested to the Government requirements. The HVAC system will consist of multiple split system heat pumps to condition the various spaces. Outside ventilation air and restroom exhaust shall be provided as required by ASHRAE 62.1 and International Mechanical Code. A Wet-Pipe Automatic Fire Suppression system shall be installed to protect the facility without the requirement for a dedicated fire pump. Plumbing system will include backflow prevention, a water meter, water closet, lavatory, water cooler, floor drains, hose bibbs, and other items as indicated on the drawings to provide a fully functioning system. This acquisition will include a Bid Option for the construction of 23 STS Mobility Storage Facility on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. The work to be performed includes, but is not necessarily limited to, the construction of a new pre-engineered metal building (PEMB) that will replace the existing seven (7) on-site sheds currently being used for storage by the 23 STS. The new storage facility will be approximately 6,408 SF in size and will match the industrial style of adjacent existing facilities, including exterior materials and colors. The new warehouse will be climate controlled (conditioned) and will not be routinely occupied. Site development will include paved entrance points for ware loading, and for personnel ingress and egress. Site utilities will be extended to support the new facility, including adjustments to existing on-site drainage systems to accommodate building and site stormwater. This acquisition will be set aside for HUB-Zone offerors only. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $33.5M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 328 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Four (4) contract line item numbers (CLIN) will be incorporated into the contract. One (1) CLIN will be for work IAW Drawings and Specifications to Construct JTC/TRS Facility, one (1) CLIN will be for Communications to Construct JTC/TRS Facility, one (1) CLIN will be for work IAW Drawings and Specifications to Construct 23 STS Mobility Storage Facility, and one (1) CLIN will be for Communications to Construct 23 STS Mobility Storage Facility. Estimated magnitude for the total project is between $1,000,000 and $5,000,000. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 23 March 2016. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
