Description
The Air Force Installation Contracting Agency (AFICA), 763d Specialized Contracting Squadron (763 SCONS/PKC) intends to issue a sole source bridge contract to United Airlines, Inc., 223 S. Wacker Drive, Chicago, IL 60606 under the authority, 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a); Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A sole source bridge contract will be issued to gap services from 1 Jul 16 thru 14 Feb 17. After which, a 5-year competitive contract under Request of Proposal (RFP) FA4452-16-R-0005 is anticipated to be awarded. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the government not to compete this action based upon responses to this notice is solely within the discretion of the government. The resultant contract will be firm fixed price. 763 SCONS/PKC will issue RFP FA4452-16-R-0010, primary services include mission planning, dispatch services and flight following in accordance with the Federal Aviation Regulations found at 14 Code of Federal Regulations (CFR) Part 65 and 121. Secondary services include annual subscriptions to various mission planning and flight dispatch e-tools and a semi-annual Dispatch Familiarization training course. The total period of performance will be 01 Jul 16 through 14 Feb 17. The government may require continued performance of up to 4.5 months beyond the end of the base period to prevent any lapse in service. In this event, FAR clause 52.217-9 may be exercised to extend the contract to a total duration of up to 12 months, or through 30 Jun 17. Verbal requests will not be acted upon. The North American Industry Classification System (NAICS) Code is 488190, and the small business size standard is $32.5M.
