- Design and perform a rapid feasibility-and-planning study to help the National Endowment for the Arts (NEA) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the attachments. This announcement constitutes the only solicitation and a written solicitation will not be issued. The National Endowment for the Arts invites contractors to submit a proposal for services described in the attached statement of work. Enclosed you will find a Statement of Work for NEARFP16-09 Design and perform a rapid feasibility-and-planning study to help the National Endowment for the Arts (NEA) identify parameters and resource needs for catalyzing a state-by-state data collection-and-reporting effort in the field of arts education. Please submit your technical and cost proposal by Monday, March 28, 2016 at 5:00 p.m. (EST). This RFP in no way obligates the U.S. Government to award a contract, nor does it commit the U.S. Government to pay any cost incurred in preparing and submitting your proposal. Prospective Offerors are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database at: https://www.sam.gov/portal/public/SAM/. (This was previously known as CCR - the Central Contractor Registration.) Contractors may obtain assistance with SAM online at https://www.fsd.gov/fsd-gov/learning-center-system.do?sysparm_system=SAM. The precise period of performance will be determined at the time of award. Proposals that are faxed will not be accepted. Proposals must be received by the closing date and time stated above only via email to HARRISL@ARTS.GOV. Please refer any questions concerning this request to Latonca M. Harris only via email at HARRISL@ARTS.GOV. Clearly, specifically, and concisely provide the company name, address, contact person, telephone number and email address. All Proposals shall reference: NEARFP16-09 Design and perform a rapid feasibility-and-planning study to help the National Endowment for the Arts (NEA) identify parameters and resource needs for catalyzing a state-by-state data collection-and-reporting effort in the field of arts education. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-87.
