ORIGINAL SOURCES SOUGHT ANNOUNCEMENT POSTED ON 18 MAY 2015 UNDER ANNOUNCEMENT, W91238-15-S-0005. IF A FIRM RESPONDED TO THE PREVIOUS SOURCES SOUGHT ANNOUNCEMENT, THE FIRM DOES NOT NEED TO RE-SUBMIT THE QUALIFICATIONS AGAIN UNLESS THE INFORMATION OR QUALIFICATIONS HAVE CHANGED. This is a SOURCES SOUGHT ANNOUNCEMENT to be used for Market Research only to determine whether a minimum of three (3) highly qualified A-E firms capable of performing Surveying, Mapping and Geographic Information Systems (GIS) services, exists within the Small Business Community. Only Small Business firms, including 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business should respond to this announcement. No solicitation will be available at this time. 1. CONTRACT REQUIREMENT: The anticipated contract, when solicited, will be procured in accordance with the Brooks Architect-Engineer Act as implemented in FAR subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for all of the required work. This procurement will be conducted under the North American Industrial Classification System Code (NAICS) 541370, Surveying and Mapping (Except Geophysical) Services. The Small Business size standard for this code is $15,000,000.00. To be considered a Small Business under this NAICS codes, the respondent's average revenue for the last three fiscal years cannot be more than $15,000,000.00. If the respondent's average revenue for the last three fiscal years is over $15,000,000.00, the respondent is not considered a Small Business. All respondents MUST identity their business size relative to the NAICS code. Respondents are required to state whether the firm is a Small Business, 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business, or Service Disabled Veteran Owned Small Business. When the requirement is solicited, a firm will be selected for negotiation based on demonstrated competence and qualifications for all of the required work. The anticipated type of a contract is a Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC) for five (5) years. Task order may range from $50,000.00 to $1,000,000.00 depending on the complexity of the work. If the contract is set-aside for Small Business, FAR 52.219-14, Limitation on Subcontracting, will be included in the contract. This clause requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern. 2. PROJECT INFORMATION: The A-E services will provide Surveying, Mapping and GIS services to the U.S. Army Corps of Engineers (USACE), Sacramento District. Projects will primarily be within the Sacramento District boundaries. However, the contracts may also be used by other Districts within the South Pacific Division (Sacramento, San Francisco, Los Angeles and Albuquerque Districts) to encompass the entire SPD geographic area of responsibility. SPD includes both military boundaries (CA, NV, UT and AZ) and civil works boundaries (CA, NV, UT, AZ and portions of OR, ID, CO and WY). A specific scope of work and services will be issued with each task order. 3. QUALIFICATIONS: All interested Small Business firms, including 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business are encouraged to respond to this notice and may respond to this announcement by submitting a capability statement which addresses the following key areas: a. The types of surveys that may be ordered include, but are not limited to, automated hydrographic, conventional hydrographic, overbank, topographic, contour, planimetric, boundary, cadastral, data collection, LiDAR, easement and right-of-way location, ALTA/ACSM, construction layout, formwork verification, control surveys which may include GPS vertical surveys which conform to the National Geodetic Survey (NGS) specifications for blue-booking within the Sacramento district. b. Office assignments requested will include, but are not limited to the following: computing, compiling, verifying, plotting, mapping, constructing Bentley InRoads, AutoCAD and ESRI Grid Analyst compatible Digital Terrain Models (DTMs), constructing MicroStation DGN and AutoCAD DWG file drawings, digitizing hydrographic survey chart data, graphically depicting the collected survey data and certifying the resulting hard copy as a validity check, processing, filtering, and extraction of ground-based, terrestrial LiDAR data, creating LiDAR derived digital elevation models (DEMs) and associated visualization products adhering to the appropriate conventions and using the proper CAD Seed Files. Other office assignments may include researching titles and preparing abstracts for servitudes and right-of-way, preparing benchmark description PDFs and making PDFs of survey field books. c. Deliverables may include completed surveys certified by a registered Professional Land Surveyor via digital and hard copy products complying with the Spatial Data Standards (SDSFIE) for GIS and the A/E/C CAD Standards for CAD Products and submitted in the manner outlined in the most current versions of the USACE Engineering Manuals stated in section C-2 Technical Provisions of this scope of work. All survey data must be furnished electronically and delivered via mail with acceptable flash drive or a Contractor-provided secure File Transfer Protocol (FTP) Server or other Government specified electronic file transfer system and, in some instances, as a hard copy deliverable upon request. d. In accordance with each specific contract task order, the Contractor must have available at least one Professional Registered Land Surveyor registered in the state in which the work is being performed, one CAD Technician, two 3-person Survey Crews, and any other necessary personnel capable of performing of all types of field surveys as listed in Section C-1.a for the contract duration. There may be periods where several task orders may be active. Also, there may periods of little to no work. 4. SUBMISSION REQUIREMENTS: All interested Small Business firms, including 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business are encouraged to respond to this notice and may do so by submitting statements of qualifications. The qualifications statement is limited to five (5) pages total and shall include the following information: 1. Firm's name, address, point of contract, phone number and email address. 2. Firm's capability to perform a contract of this magnitude and complexity (include firms capability to execute A-E services by describing comparable work performed in the last 5 years). Give a brief description of at least 3 projects to include customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Additionally, firms must be capable of responding to and working on multiple task orders concurrently. 3. Firm's business size - State whether your firm is Small Business, an 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business. The response must be specific to the qualifications listed above to show that the respondent meets the requirements and possesses the necessary skills and experience. If a response does not show that the respondent meets the qualifications and/or does not possess the necessary skills and experience, the respondent will not be considered by the Government. Again this is not a request for proposal or quotation; there is no solicitation available at this time. A determination by the Government to proceed with the acquisition as a set-aside for 8(a) program, HUBZone, Small Business, etc. or unrestricted is within the discretion of the Government.
