- ROM Estimated Time for Completion This is a Sources Sought announcement for market survey purposes only. This is not a solicitation for proposal and no contract will be awarded as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The U.S. Army Contracting Command-Redstone (ACC-RSA) is seeking information regarding relevant experience and capabilities of industry partners interested in performing this potential requirement. The U.S. Army Aviation and Missile Command (AMCOM), Redstone Arsenal, AL, has a requirement to transfer four C-23 aircraft as Excess Defense Articles to the Philippine Army. The Philippine Army has been approved to receive four C-23B aircraft which are identified as 88-1869, 90-7012, 90 7015, and 90-7016. Two aircraft (90-7012 and 90-7015) will be delivered initially while the other two aircraft will remain in storage. Aircraft 88-1869 and 90-7016 are to be retained in level 2000 storage at the Aerospace Maintenance and Regeneration Group (AMARG) in Tucson, AZ, for a period of time NTE the end of CY2018 at which point they too will be prepared for delivery to the Philippines. The contractor will be responsible for all aircraft maintenance, sustainment and aircraft operations from the time the aircraft is prepared for movement from Davis-Monthan Air Force Base, AZ, 309th Aerospace Maintenance and Regeneration Group (AMARG) to the time of title transfer in the Philippines. Maintenance and crewmember training is required in CONUS and OCONUS. Once the aircraft is title transferred to the Philippine Army in the Philippines, aircraft sustainment becomes the responsibility of the Philippine Army as assisted by the contractor field service representative and all operating costs will be borne by the Philippine government. Flight operations in support of continuation/ refresher training will be provided by the contractor. Training and training materials utilized will be in the English language. Flight and maintenance training programs should be modeled after U.S. Army courses. The following lists the anticipated tasks required: (a) The contractor will perform maintenance activities at Davis Monthan AFB, AZ to enable aircraft destined for the Philippines to be removed from the 309th AMARG facility. Each aircraft will undergo the required maintenance preparations to support Ferry Flight Operations and issuance of the associated required Air Worthiness Release (AWR). Prepare aircraft for ferrying and ferried each aircraft to contractor's facility to return the aircraft to a Fully Mission Capable (FMC) status so that an operational AWR can be issued and return to service simultaneously, non-sequentially. Aircraft will be prepared for ferrying, ferried, and return to service simultaneously, non-sequentially. (b) Return each aircraft to FMC. (c) Concurrently while each aircraft is being returned to FMC status, contractor will provide aircraft maintenance training to six Philippine Army personnel at the contractor's facility. The qualifications of personnel to be trained varies and likely have a focused background on a specific aspect of maintenance such as avionics, airframe, or power plant only without a more holistic level of experience as may be the case of an airframe & power (A&P) mechanic. (d) Once the aircraft is returned to FMC status, the aircraft will be used by the contractor to train Philippine Army crewmembers at the contractor's facility. The contractor will provide C-23 qualification training to four Philippine Army pilots, all of which are already fixed wing multi-engine qualified pilots. The contractor will provide instructor pilot training for two of the four Philippine Army pilots following completion of C-23 qualification training. (e) While the four Philippine Army pilots are undergoing C-23 qualification training, the contractor will provide flight engineer qualification training to four Philippine Army personnel at the same contractor's facility. Those to be trained as flight engineers may have no experience functioning in this capacity but may have a maintenance background. (f) The contractor will be responsible for the care and feeding of all Philippine Army (foreign national) personnel to undergo training at the contractor's facility. This will include but is not limited to round trip travel from Philippines to contractor's facility, lodging, meals, transportation, and medical while undergoing training. (g) After completion of the maintenance and flight crew training, the contractor will prepare each aircraft to be ferried and then ferry the aircraft to Manila, Philippines. Aircraft ferry tanks and High Frequency radios will be made available by the USG and will be required to be installed in advance of being ferried to the Philippines. After ferry flight, the contractor will remove all Government furnished ferrying avionics and equipment, package the appropriate items, and ship them to the USG storage location in CONUS. (h) Following delivery of the aircraft to the Philippines and transfer of aircraft title to the Philippine Army Government, the contractor will provide continuation/refresher training to the same four pilot personnel (only) previously trained in CONUS. It will be refresher type training and for the minimal period of time as proposed by the contractor. (i) The contractor will be responsible for all flight operations from the time efforts commence at Davis Monthan AFB, AZ until the completion of in-country refresher training in the Philippines. (j) Provision and shipment of Mission Equipment Items some of which are currently on the aircraft, from either from the OEM or the contractor's maintenance facility to the Philippines. (k) The contractor will be expected to provide aircraft spares to support a two year flying hour program estimated at 500 flying hours per aircraft per year and parts will need to be shipped to the Philippines well in advance of aircraft arrival. (l) Provision and shipment of ground support equipment either from the OEM or the contractor's maintenance facility to the Philippines. (m) Provision of technical publications/prescriptions and aircraft avionic subscriptions. (n) Provision of one in-country Field Service Representative for an initially period of 3 months with option to extend up to one year. (o) All aircraft fuel costs while at AMARG will be borne by the USG but any other Petroleum, Oil or Lubricant products will be the responsibility of the contractor. (p) Defense Contract Management Agency (DCMA) and the Government Flight Representative (GFR) will have oversight of contract activities both CONUS & OCONUS. No Government Furnished equipment or material will be supplied to a vendor to support replies to this RFI. The Government will not be able to provide manuals and/or drawings to support replies to this RFI. Also, the four C-23B aircraft will not be available to support replies to this RFI. Interested parties who have the capability to perform the above efforts should respond to this notice with rationale to allow your firm to be included in the anticipated RFP. All interested responses will be considered. It is anticipated that any resultant contracting action in support of this requirement will be contracted for using Federal Acquisition Regulation (FAR) Part 15, Negotiations. Responses shall be of no more than 30 one-sided pages (not including cover page & spreadsheets). The size of the submittal should not exceed 5 MB. All responses shall be provided in Microsoft (MS) Word Office 2007 compatible format or Adobe PDF format and should be free of all computer viruses. Submission shall be capable of being printed on 8.5x11 inch paper with one inch margin (top, bottom, left, and right) and no smaller than 12 point Times New Roman font. Line spacing shall be set no less than single space. Your responses shall include the following information. 1. Cover Page to include the following: (a) Company or organization name and mailing address (City/State/Zip), (b) Company web's page URL, if any, (c) Point of Contact (name, title, phone, and e-mail address), (d) CAGE Code and NAICS Code, (e) Based on this NAICS Code, Business Size (i.e. large, small, small disadvantaged, veteran owned, woman owned, etc.), (f) Business Information for any teaming or joint venture partners to include company name and mailing address (City/State/Zip), CAGE Code and NAICS Code. Based on this NAICS code, Business size for teaming or joint venture partners (e.g., small, 8(a), women-owned, hub-zone, SDB, Service-Disabled Veteran-owned). (g) A statement as to whether company (to include for any teaming or joint venture partners) ownership is domestic or foreign (if foreign, please indicate country of ownership). 2. Documentation demonstrating the capability to perform maintenance activities and return C-23 aircraft to a Fully Mission Capable status; provide C-23 maintenance to foreign national maintenance personnel; provide training for aircraft pilot, instructor pilot and flight engineer personnel; support C-23 aircraft flight operations; provide logistics support in country including providing a Field Service Representative. 3. Identification of issues, concerns, or contingencies (if any) that might hinder the company from providing a proposal for the entire effort if requested to do so in a future Request for Proposals. 4. Provide estimated time required to complete each of the task listed above by completing the attached spreadsheet entitled estimated time. 5. Provide a list of recommended planned academic and flight hours per type of required training per individual to include length of time associated with each type training activity identified for conduct in CONUS and OCONUS. 6. Provide a rough order magnitude (ROM) of the estimated price per aircraft for each task listed below by completing the attached spreadsheet entitled ROM. (a) Preparation of aircraft, including support to obtain AWR at AMARG. (b) Prep aircraft for ferry flight operations from AMARG to contractor's facility where the aircraft will be restored to FMC status. To include any travel estimates and fuel estimates required for ferrying aircraft. (c) Restoration of aircraft to FMC status and request location of Restoration. (d) C-23 maintenance personnel training to include all travel, medical, and training supplies estimates required. Also, a list of recommended academic and / or flight hours as appropriate for all required training (e) C-23 pilot qualification training to include all travel, medical, training supplies, and fuel estimates required. Also, a list of recommended academic and / or flight hours as appropriate for all required training (f) C-23 instructor pilot training to include all travel, medical, training supplies, and fuel estimates required. Also, a list of recommended academic and / or flight hours as appropriate for all required training. (g) C-23 flight engineer qualification training to include all travel, medical, training supplies estimates required. Also, a list of recommended academic and / or flight hours as appropriate for all required training (h) Aircraft sustainment (FMC to completion of prep for Ferry Flight to Philippines) to include any travel and fuel estimates required for ferrying aircraft. (i) Spare Parts (provide a list of recommended list of parts, quantity and unit cost) for each aircraft for two years. To include all transportation/shipping costs. (j) Ground Support Equipment (GPU, Tug and other equipment) by providing a list of recommended list required to support two aircraft. To include all transportation/shipping costs. (k) Specialized Tools to support aircraft by providing a list of recommended items to include all transportation/shipping costs. (l) Test, Measurement & Diagnostic Equipment by providing a list of recommended items to include all transportation/shipping costs. (m) Publications/Subscriptions to support one aircraft for one year by providing a list of Operation and Maintenance Pubs update subscription and Flight Management System data update subscriptions (n) Contractor Field Service Representative located in Manila Philippines for initially three months with the option up to one year. (o) Crewmember refresher training provided in country to include a number of flight hours. 7. The Government encourages industry to provide comments and suggestions relating to acquisition strategy to include: NAICS, contract type, the structure of the contract, how to incentivize exceptional quality and/or performance, teaming arrangements, and small business participation/set asides, etc. Ideas on how to streamline the proposal generation process is also being solicited. Proprietary information should be minimized and must be clearly marked as such. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified. Responses submitted shall not contain data that are Classified or limited by International Traffic and Arms Regulation (ITAR). Submitted information may be incorporated in subsequent Government publications. RESPONSE DEADLINE: Submissions of responses are due no later than 4:00 pm Central Standard Time (CST) on 24 March 2016. Extension of this source sought is based on technical difficult encountered while posting original notice. Responses (rationale documentation and spreadsheets) shall be submitted electronically via the U.S. Army Aviation and Missile Research Development and Engineering Center (AMRDEC) Safe Access and File Exchange website (https://safe.amrdec.army.mil/safe/). Such discussions would only be intended to get further clarification of potential capability, especially any development and certification risks. POST SUBMISSION GUIDELINES: Responses submitted in response to this RFI will not be returned. The Government is under no obligation to provide feedback to respondents with respect to any information submitted under this RFI. There is no guarantee that any submission in response to this RFI will result in a Government program. The Government may or may not use any responses to this RFI as a basis for a subsequent project. The information submitted in response to this RFI may be used to help the Government further define its requirements. If the Government develops a program that addresses any submitted or similar topic, the resulting procurement will address technology and business specific requirements as defined by the Government to achieve the required objectives. Any projects developed from the RFI responses may be the subject of a subsequent acquisition; any such subsequent acquisition will be publicized accordingly. Responders to this RFI will have no competitive advantage in receiving any awards related to the submitted topic area. Proposers who do not submit a response to this RFI will not be prohibited from submitting a proposal if a formal RFP is published at some point in the future. In order to protect the integrity of any possible future acquisition, no additional information other than the information contained in this RFI will be provided. In addition, no appointments for presentations will be accepted.
