Description
Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in the Research Triangle Park, North Carolina, is one of the 27 Institutes and Centers composing the National Institutes of Health. PURPOSE AND OBJECTIVES: This contract shall provide screened hardwood laboratory animal bedding for NIEHS. Decayed raw materials or raw materials that have been used for other purposes (e.g. used lumber) shall not be used in products covered by this standard. The raw material processed for the product covered by this specification shall be from Beech, Birch or Maple wood or any mixture thereof. No other species of wood shall be permitted. PRODUCT STANDARDS: The finished product shall be a cube cut type and free of splinters, shavings and contain less than 0.1% dust by weight (particles less than 300µm) passing through a #50 standard sieve. The particle size of the finished product should pass through a #8 standard sieve (<2.36 mm in size). After a sample a has been shaken in a RO-Tap Sieve Shaker for 3 minutes, not more than 5% (by weight) within an error range of ± 0.05% shall pass through a #20 standard sieve [American Soc. for Testing and Materials (ASTM) Specifications]; and less than 0.1% dust (by weight) within an error range of ± 0.05 shall pass through a #50 sieve (ASTM Specifications). The laboratory bedding shall contain at least 6% but not to exceed 12% moisture (removal by moisture determination balance) at the time of delivery. The air temperature at the exhaust vent of the dehydrator shall be a minimum of 150˚F. Prior to delivery of each lot of finished product, the contractor will provide certification via email to NIEHS that the concentrations of the contaminating chemicals and microorganisms listed in this section do not exceed the maximum concentration level (MCL) listed below. The testing will be performed by an independent testing laboratory(s) of the contractor's choosing as long as the laboratory(s) is/are certified to perform the test according to acceptable industry standards. Slight increases above the listed MCL for a few of the contaminating chemicals may be allowed; however, NIEHS shall review and approve any increases prior to approval of delivery. No increases in contaminating microorganisms will be accepted. A flexible scoring system as described in Rao and Knapka (1987) will be the basis for the review performed by the COR of any chemical contaminant concentrations that exceed the MCL listed above. A lot of a finished product (bedding) with concentrations of contaminants equal to or less than the MCL listed above will be graded with a total score of 100 points and approved for delivery. If any chemical contaminant exceeds the MCL, points will be deducted for levels above the MCL of each contaminant. One point will be deducted for each 0.20 ppm above the maximum allowable level for arsenic, lead and malathion. Deduction of one point for each 0.02 ppm above the MCL for cadmium, mercury, PCB's and pentachlorophenol. For all other pesticides and miscellaneous contaminants, a deduction of one point for each contaminant with an increase equivalent to the MCL. ANTICIPATED PERIOD OF PERFORMANCE: The Government anticipates a one-year (12 month) base contract with three (3) one year option periods. The intended procurement will be classified under the North American Industry Classification System (NAICS) code 321999 All Other Miscellaneous Wood Product Manufacturing standard of 500 employees. The Government anticipates this contracting mechanism will be a firm-fixed price services contract.
