Description

Vendor Set Question and Answers 1.The pre-solicitation notice and other information had it marked "N/A" for set-aside. However when reviewing the RFQ it is marked as 100% Small Business Set Aside. Can you confirm that the set aside marking was in error? Thank you. ANSWER: This is a small business set-aside. The pre-solicitation notice has been modified to reflect this fact. 2.If a Vendor qualified as a small business under this solicitation pursuant to the FAR Clause 52-212-1 on page 83 of the RFP. Specifically, if a vendor is [furnishing hardware items which it does not manufacture as part of the procurement, and is under 500 employees. ANSWER: This contract is primarily for services and supplies are a nominal amount of the contract. As stated in Block 10 on the SF1449 of the Solicitation the NAICS code is 541611, "Administrative Management and General Management Consulting Services" (emphasis added) Accordingly, the size standard is $15M. This is the NAICS code a prime offeror must certify to in accordance with FAR 52.212-1. Additionally, in accordance with FAR 52.219-14, Limitations on Subcontracting, set forth in the contract the small business prime offeror must perform at least 50 % of the work. Specifically, the clause provides "Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern" FAR 52.219-14. 3.Respectfully requests an extension of time to respond to the RFP. ANSWER: Solicitation will be extended to Wednesday March 16, 2016 at 9:00AM EST.
