- Description
- The contractor shall provide all resources necessary to accomplish the deliverables described in this performance work statement (PWS), except as may otherwise be specified. The purpose of this contract is to establish a database that will be for PTSD research. The vendor is required to provide a database management and software applications to aid the National Center for PTSD in establishing a new integrated library software system. Deliverables: The integrated library software system with public access, cataloging, and authority control needs to meet the following criteria: a.Capacity to hold up to 500,000 bibliographic records b.Internet-based, with free unlimited access to all users c.Use of cloud technology d.Compatible with, and allows access to the most common literature databases, i.e. ProQuest, Summon, etc. e.Allows at least 6 concurrent staff users f.Duplicate record detection g.Extensive searching and multiple reporting mechanisms h.Mac and PC access allowed for cataloging and users i.Password controlled access (or equivalent) for staff j.Record coding (or other) parameters (such as Branch Control) to allow for additional records (such as documents written by NCPTSD staff but not trauma-related). k.Extensive citation-producing ability (i.e. APA 6th ed.) l.Direct control (resulting in timely and efficient updates) for authority control including authors, journal titles series, local instrument list, local thesaurus of descriptors) m.System that suggests proper terms (e.g., if a patron types in "OEF", they are referred to Afghan War) n.User friendly interface The NCPTSD also requires the following to be included as part of the final contract award: a.Conversion of the PILOTS Endnote Database for Macintosh,TCS-10 (Thesaurus Construction System), and the Instruments List (Word 14.4.4) to the new integrated library software system b.Troubleshooting and resolution of all issues that arise due to the conversion of data c.Initial onsite training in the use of the software that is specific to the PILOTS database Vendor will provide training in accordance with approved training plan provided in the kick-off meeting. d.The database must be able to be directly accessed from the NCPTSD homepage www.ptsd.va and linked to VISN1 knowledge library as needed. The NCPTSD also requires the following to be included as part of the final contract award: Kick-off: "Vendor will create and present detailed project plan including schedule, WBS, testing plan, implementation plan, training plan, and transition plan "Vendor will present project plan to the VA Project Manager for review and approval Implementation: "Vendor will implement the migration of all database material "Vendor will provide 24x7 web site support upgrades and ongoing maintenance "Present written assessment reports 2x a year "Vendor will provide software updates until the end of the period of performance "Vendor will provide one (1) training session for up to 3 librarians each year.
