- Sole Source Justification This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to and is not a request for competitive proposals. The Department of Commerce/NOAA/National Marine Fisheries Service has a requirement for SoundTrap 300 underwater acoustic recorders used to listen for fish and cetacean vocalizations at sea and intends to negotiate with and issue a sole source, firm-fixed price award to Ocean Instruments New Zealand, 961 Sandspit Road, Warkworth, Auckland, New Zealand, under Simplified Acquisition Procedures in accordance with FAR 13.106-1(b) The Northeast Fisheries Science Center has determined that the SoundTrap 300 is the only unit of this type that is capable of deployment in depths up to 500m and with a recording sample rate of up to 576 kHz and a capacity of up to 70 days with the extended battery pack. The associated North America Industry Classification System (NAICS) Code is 334513 and the Size Standard is 500 employees. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than March 14, 2016 at 9:00AM(EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Ocean Instruments New Zealand.
