RFQ statement of work Bureau of International Narcotics and Law Enforcement Affairs (INL) INL Section, Guatemala Incinerator for SGAIA to burn precursors STATEMENT OF WORK 1.0 General The Bureau of International Narcotics and Law Enforcement Affairs (INL) is one of the bureaus in the Department of State whose program authority derives from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. The INL section of the U.S. Embassy in Guatemala is responsible for the administration of programs and funds that come from INL. INL-Guatemala works very closely with U.S. law enforcement agencies to ensure that Guatemala has the training and tools needed in the fight against narco-trafficking and transnational organized crimes. INL-Guatemala also works directly with various institutions within the Government of Guatemala i.e. the Vice Presidency, Ministry of Government, Public Ministry, Ministry of Health, Ministry of Education, Guatemalan Narcotics Police, Guatemalan National Police, Guatemalan Immigration, municipal government entities, community-based groups, and Guatemalan Customs. The purpose of this Statement of Work (SOW) is to establish the requirements to purchase an Incinerator for the precursors groups in Subdirección General de Análisis e Información Antinárcotica SGAIA (General Anti-Drug and Analysis Branch Information in Guatemala) for the destruction of precursors chemicals used to manufacture controlled substances as well as to destroy any illegal narcotics and will be donating the Incinerator described below. 2.0 Scope: Procure an incinerator (to be located at Finca Estanzuela) and to be used by SGAIA to burn chemical precursors and any other illegal narcotics according to the following specifications: Incinerator similar or equal to the following technical specifications: General considerations: Composition of the waste stream: Organic Solvents (ethilphenylacetate) 50% of total Acids and Bases Alcohols Amines Minerals Soda Ash Liquids are about 75% to 80% of the total volumen needed to disposed of. Volume of incineration: 750 kg per hour for liquids Desired frequency and duration of operation: 8 hour day/ 5 days week Specific emissions requirements: •· No specific value but the requirements include all gases completely combusted, air stream cooled and cleaned. •· Non-combustible material generated as ash to be sent off side for permanent disposal Available fuel: Diesel. Available electrical service: 110 -220 Volts, mono or tri phasic, 60 Hz Time frame of project: It is required to be functional by year´s end. •· Temps: Core temperature, between 900 to 1100 C for hydrocarbons, 1100 to 1200 for removal of halogenated compounds. •· Resiliency time for gases: 2 seconds •· Excess air equal to 100 % •· EPA approved •· Solid waste disposal: 75 kg/hr, mainly drugs, both natural as well as synthetic System specifications include the following, but are not limited to: Most of the product is considered as precursor, and is present as liquid. Approximately 80% is liquid, the rest a solid, mainly soda ash. However, the incinerator should also be also capable of handling solid drugs, at a rate of approximately 75 kg/hr. The electrical supply available is 110-220 V, 60Hz, mono phase, but must adaptto tri phase. The load should be close to 50-60 amp. A modular system is requested. The incinerator should have 2 chambers. The first chamber should be fixed hearth, with controlled under-fir air injevction, around 168 cu.ft., with a hearth area of aprox 32 sq.ft., with double burners, capacity of 0.5MMBtu/hr each. The construction should be:skid - 6", 10.5#/ft., A36 channel. Shell-.375" thick, A36 plate. Lining - 5", 3000F, 750 psi. Insulation - 1" 1900F Fiber- ASTM C612093, type V. The second chamber should be cyclonic type, thermal oxidizer with 1+ sec. R7t, with an aprox volume of 111 cu.ft, with a burner capacity of 3MMBtu/hr; full modulating, excess air control; Construction: Shell -.375 Thick, A36 plate; lining -5", 3000F 750 psi; insulation -1" 1900F Fiber ASTM C612093, type V. Combustion air; supply to burners, under-fire and secondary air injection, 1750cfm@ 16" W.C. pressure.With a System Control, Siemens s-7 series PLC with touch-screen operator interface. Primary and secondary chamber temperature controls must havetemperature actuated fuel and air control. A burner interface, status and reset access, with system status and alarm display, and hydraulic system control. The exhaust stack: 32" outer diameter refractory lined, construction Shell -10 gage, A36 carbon steel, linig -3" 2400F, 175psi. The unit must meet EPA and/or similar emission standards. The unit must have an optional loader, type hydraulic ram feed with cart tip hopper feed, a hopper volume of aprox 39 cu.ft, a charging frequency of up to 4 times per hour. The unit must have a one year warranty with the option to extend to a three year warranty. •· Vendor shall provide total cost for the following line items: •o Equipment described above •o Shipping costs to Guatemala City (CIF - Incoterm) •o On - site installation (Finca La Estanzuela, San José del Golfo, Guatemala) •o On - site training •o Warranty and •o Operations and maintenance - O&M option years 3.0 Delivery/Shipping The items shall be delivered to final destination within 60 calendar days after receipt of award by the Contracting Officer. Vendor shall consolidate the entire shipment to prevent loss and misdirection. Partial shipments will not be permitted. Vendor shall provide total cost for the items noted in the table above, including the cost of transportation to Guatemala City using CIF - Incoterm. Shipment should be consigned as follows: EMBAJADA DE ESTADOS UNIDOS DE AMERICA - INL Avenida Reforma 7-01 zona 10 Guatemala, City 4.0 Process Export License: The items being acquired will be donated to the government of the ultimate destination Guatemala. The contractor shall ensure that all items are prepared for safe shipment and include all necessary export approvals, licenses, and paperwork. Purchase order price includes delivery to the above-mentioned address and compliance with all applicable export/ITAR licensing requirements. If an export license is required, the items shall not be shipped until necessary export licenses are approved. 5.0 Packing and Marking : Each box, carton, and package shall be marked as follows: EMBAJADA DE ESTADOS UNIDOS DE AMERICA - INL Guatemala City, Guatemala Purchase Order No. (to be determined upon award) Box #__ of __ Improperly marked shipments may be rejected by the Government 6.0 Complete installation and functioning: Vendor shall be aware that complete installation and proof of funcionting is required by certified personnel. Equipment should be installation at the following location in Guatemala: Finca La Estanzuela Km 22.5 carretera a San José Del Golfo San José del Golfo Guatemala, Guatemala 7.0 On-Site Training in Guatemala: Develop a "Train the Trainer" curriculum to teach Guatemala law enforcement officials on the use and operational maintenance of the equipment. Provide two (2) weeks on-site training in Guatemala City for up to fifteen (15) operators on how to operate the incinerator. Or according to manufacturer/quoter recommendations. Training material shall be provided in both English and Spanish languages. 8.0 Operations & Maintenance (O&M) & Warranty : Provide comprehensive warranty support for equipment, including: •1. Equipment 1-2 year warranty, •2. Operations and maintenance (O&M) should include labor, and spare parts •3. Operation manual shall be in both English/Spanish languages •4. Technical support in Spanish preferably Include in the proposal pricing for operations and maintenance (O&M) for complete equipment for the following four (4) option years after warranty or original year base period has expired. Maintenance shall be performed according to manufacturer recommendations and should be provided in Guatemala. 9.0 Inspection and Acceptance Criteria The vendor is required to replace any defective items at no additional cost to the Government. 10.0 INL Guatemala Customs Support: INL Guatemala will be supporting vendor on shipping related matters in Guatemala processing Customs clearance with franchise.
