Subject: 20 Liter Precision Powder Mixer 4. Solicitation Number: W911QX-16-T-0111 5. Set-Aside Code: Total Small Business Set Aside 6. Response Date: 15 March 2016 7. Place of Delivery/Performance: U.S. Army Research Laboratory 2800 Powder Mill Road Bldg. 601 Adelphi, Maryland 20783 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number W911QX-16-T-0111. This acquisition is issued as an request for quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 86-2 (iv) This acquisition is set-aside for _Small Business set aside. The associated NAICS code is 332420. The small business size standard is 750 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: one (1) 20-Liter Precision Powder Mixer (vi) Description of requirements: 1. A vessel liquid filling volume of no less than 20 L and powder filling volume of no less than 16.5 L. 2. Operation at no less than 15 % fill capacity and up to 100 % of the total fill volume. 3. The mixer must provide a bottom discharge and able to fully discharge the contents of the mixer volume. 4. Ability for wet cleaning with solvent or detergents to prevent contamination between batches. 5. Convective mixing action via a rotating mixing screw to gently convey material from the bottom of the vessel to the top. The mixer must accommodate mixing of polycarbonate, poly (ether ketone), nylon, and poly (methyl methacylate) without distorting the particle size or shape. 6. The mixer must be no wider in dimension than 800 mm wide by 1800 mm height. 7. Constructed of welded stainless steel and sealed with an O-ring to accommodate safe mixing of small particles with a diameter range from 1 micron to 1 millimeter. 8. A sealable cover for dust tight operation. 9. Transportable by forklift. 10. The mixer must include support wheels for transport. 11. Capable of operation at +/- 30 mbar. 12. The mixer must provide a mechanism for temperature control in the range of 0 to 80 degrees Celsius. 13. The mixer must provide integrated control to adjust the mixing condition, program the mixing time, and save at least three (3) programmable recipes. 14. Powered by 208 Volts power. 15. The noise level must not exceed 75dBa during normal operation. (vii) Delivery is required by 6/30/2016. Delivery shall be made to Aberdeen Proving Ground MD. Acceptance shall be performed at Aberdeen Proving Ground MD. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time: 1) If the vendor supplies data that exhibits the successful execution to achieve uniform mixing of two or more separate powder feedstocks. 2) The vendor supplies data that exhibits the successful execution to achieve uniform mixing without distortion or alteration of the powder materials. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include 6 records of sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause None.
