- Terms and Conditions SPECIFICATION DESCRIPTION *****PLEASE CONTACT WILL SMYSER ONLY FOR ANY ADDITIONAL INFORMATION REGARDING THIS SOLICITATION AT WILLIAM.W.SMYSER@NASA.GOV***** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for BREAKOUT BOARDS,A/D CARDS built the same as or equal to the attached specifications/part numbers. Products shall meet or exceed the capabilities of attached spec sheet. This Procurement is Full and Open competition. The size standard NAICS Code for this Procurement is 333996 All responsible sources may submit an offer which shall be considered by the agency. Delivery shall be FOB Destination to MSFC, 35812. Offers for the items(s) described above shall include, solicitation number, FOB Destination to this Center, proposed delivery schedule, discount/payment, warranty duration (if applicable),tax payer (TIN), identification of any special commercial terms, and be signed by an authorized company representative. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the Online System for Award Management (SAM) and online Representations and Certification Application Databases prior to award. Offers can be submitted on your standard company letterhead. Offerors shall provide the information required by FAR 52.212-1 (OCT 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (MAY 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (NOV 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: see attached terms and conditions for applicable clauses. The FAR may be obtained via internet at URL: http://www.acquisition.gov/far/index/htm l. The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/o ffice/procurement/regs/nfstoc.htm. All contractual and technical questions must be in writing (e-mail or fax) to Will Smyser at WILLIAM.W.SMYSER@NASA.GOV or faxed to 256-961-9604 no later than 4:00 P.M. CST 03/11/2016. Telephone questions will not be accepted. Selection and Award will be based on FAR Clause 52.212-2 Evaluation Criteria which can be found in the Solicitation Terms and Conditions on Page 4. Technical acceptability will be determined by review of information submitted by the offeror, which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. An ombudsman has been appointed -- See NASA Specific Note "B".
