AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W911YN-16-T-WBOT and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The associated North American Industrial Classification System (NAICS) code for this procurement is 326199 with a small business size standard of 750.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-03-11 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be, null null The National Guard - Florida requires the following items, Meet or Exceed, to the following: LI 001: The Florida Army National Guard has a requirement for 16,500 Each Promotional Water Bottles with the Florida National Guard Logo Imprinted On Them. Each Water Bottle Must Meet ALL of the Specifications listed in the Statement Of Work. All Line Item Details, Specifications, and Shipping Destinations for each Water Bottle are contained in the Buy Attachment "SOW (WaterBottles) (R&R)". Sellers must fill out By Attachments 252.209-7991 and 252.225-7035ALT1 and include them with responses. This acquisition is intended to be a Total Small Business Set-Aside. Due to the estimated cost of this acquisition, and the fact that there is NO SBA Waiver for this class of products, Sellers can only be considered responsive if they provide a Solution that, 1. They themselves Manufacture (Meaning: Your Firm Makes The Bottles Yourself), or 2. The product of another Domestic Small Business Concern (Meaning: The firm that Manufactures the Bottles is Located in the U.S. or its outlying areas, and is ALSO meets the Size Standard requirement for this NAICS Code). This means that it is Imperative that Sellers include in what Country the Items are Manufactured, and the Name and Size of the firm Manufacturing them. Failure to do so may exclude Sellers from being considered., 16500, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Florida intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Florida is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. Water Bottles that ARE A PRODUCT OF ANY DOMESTIC FIRM (This means, a Business of ANY Size located in the United States or its outlying areas) EXPLANATION. FAR Part: 19.502-2(c) states: "For small business set-asides other than for construction or services, any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer unless the SBA has granted either a waiver or exception to the nonmanufacturer rule (see 19.102(f)). In industries where the SBA finds that there are no small business manufacturers, it may issue a waiver to the nonmanufacturer rule (see 19.102(f)(4) and (5)). In addition, SBA has excepted procurements processed under simplified acquisition procedures (see Part 13), where the anticipated cost of the procurement will not exceed $25,000, from the nonmanufacturer rule. (d)(l) Use of funds appropriated (or otherwise made available) by the Continuing Appropriations Act. 201G (Pub. L. 114-:):3) or any other FY 201() appropriations act that extends to FY 20 Hi fund the same prohibitions as contained in sections 74 3 of division E. title \ I I. of the Consolidated and Further Continuing Appropriations.Act. 201 :) (Pub. L. 113-23 ;)) may be prohibited, if the Government determines that the Con tractor is not in compliance with the provisions of this clause. (End of clause) This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
