- Questions and Answers Amendment 0001 -Amendment 0001 dated March 9, 2016 removes references to Appendix A on page 6. Questions and answers are uploaded as attached. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number OPIC-16-Q-0004 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, effective July 2, 2015. This acquisition is exclusively set aside for small business concerns; the applicable NAICS code is 511210 - Software Publishers, which has a small business size standard of $38.5 million. Offerors MUST be registered in the System for Award Management (SAM) in order to be eligible for award; if an Offeror does not register in the SAM database before submitting their offer, OPIC reserves the right to disqualify and remove them from consideration for award. The SAM database may be accessed at the following web address: https://www.sam.gov/portal/SAM/#1. The Overseas Private Investment Corporation (OPIC) seeks a Contractor to provide a software system that can facilitate operational risk management in accordance with the attached Request for Quotation (RFQ); the RFQ also contains all applicable contract clauses and solicitation provisions with which Offerors must comply. Interested Offerors shall provide a response to this solicitation in the format specified at Section 7.0 of the RFQ (Instructions to Offerors); offers will be evaluated in accordance with Sections 8.0 and 9.0 (Evaluation Criteria and Basis for Award, respectively). The Government anticipates awarding a firm-fixed price (FFP)/Time and Materials (TM) contract as a result of this solicitation.
