- Sources Sought Synopsis MJU-66 Pyrophoric Decoy Purpose/Description This announcement constitutes a Sources Sought Synopsis (SSS). It is not a solicitation but an effort to obtain information for planning purposes only. The Government is performing Market Research to identify potential contractors who have the skills, experience, and knowledge required to successfully produce a MJU-66 IR Countermeasure Decoy, used on various aircraft. Information received from Market Research will determine the best acquisition strategy and if responsible sources exist for competition, and/or a total Small Business Set-Aside. The Government is interested in all small businesses which includes such programs as 8a, Service Disabled Veterans-Owned, HubZones, and Women-Owned small business. The Government requests interested parties response to the SSS include small business status, Standard size, and North American Industry Classification System (NAICS) code. Federal Acquisition Regulation (FAR) Part 19 applies. Further, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and commercial customers for the past three years. Any responses involving teaming arrangements should delineate between the work that will be performed by the prime contractor and work accomplished by the teaming partner (s). The Government Detail Specification OES 3044 is available and defined by NSN 1370-01-551-5659, DODIC LA61, and P/N 3830AS100. NAICS code: 325920; Size Standard: 750. No reimbursement will be made for any costs associated with providing information in response to this SSS. Any information submitted by respondents to this notice is strictly voluntary. Propriety information or trade secrets should be clearly marked and will be safeguarded with applicable Government regulations. This does not constitute a commitment, implied or otherwise, that procurement will be accomplished and is not a request for proposal or invitation for bid. Responding to this notice in no manner guarantees a contract will be awarded. Known Qualified Sources Alloy Surfaces (Cage Code 3A367) Form Factor Factor : 1"x1"x8" Infrared Pyrophoric Special Material Countermeasure Decoy Weight : Gross weight for each flare is approx. 0.80 lbs Mounting Hardware : Loads into MJU-11A Magazine, used in AN/ALE-40, AN/ALE-45, and AN/ALC-47 Countermeasure Dispensing Sets and the M130 General Purpose Dispenser. Overall External Dimensions : Approx. 1"x1"x8" aluminum case Electrical Connections : None, a CCU-145/A impulse cartridge is used to eject and ignite the flare. CCU-145/A has a nominal 1 ohm resistance bridge wire, requires 4.25 amps for 15 milliseconds minimum all fire pulse. System Specifications/Tech Data : Government Detail Specification OES 3044 available Responses Respondents to this Sources Sought announcement should at a minimum provide the following information: 1. Company name, CAGE Code, Point of Contact, Phone Number, Email Address, and business size status relative to the above listed product, and whether you are a Small Disadvantaged Business (in what category). 2. A brief synopsis of your company's technical capability to manufacture the item, to include any current efforts to become qualified, and estimated timeframe, if currently not qualified. 3. Provide information on how you will ensure you meet safety / hazardous material handling requirements. 4. State whether you will be the actual manufacturer of the items, or if you intend to subcontract all or a portion of the requirement. If you are not the actual manufacturer, indicate what percentage in dollars (not including Materials) and/or what production operations you intend to subcontract. 5. Identify lead times that may impact the delivery. 6. Provide an expected delivery schedule for each item (in days after award) and what your monthly production quantities will be. 7. Identify the minimum order quantity required for the item. 8. Provide capabilities to handle sensitive or classified information.
