- This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. General Project Description: The Cape Girardeau Project is located within the corporate limits of the City of Cape Girardeau, Missouri. The current line of protection extends eastwardly along Sloan Creek on the north to the right bank of the Mississippi River, continuing downstream along the river to high ground. Various projects, along the floodwall, to improve the project have been completed in recent years. The proposed culvert extension is located on the river side of the existing outlet for the Merriweather Pump Station. A.) Work Statement - Cape Girardeau Merriwether Outfall Culvert Extension: The pending work required herein consists of furnishing all plant, labor, equipment, and material, and performing all operations necessary for construction of the culvert extension and rock berm located on the river side of the Merriweather Pump Station outlet. The work requires river base equipment and operations. It is anticipated that the Contractor will use divers for some of the work effort. The work will also require the construction contractor to coordinate with the City of Cape Girardeau, BNSF Railroad, and Navigation interests. The work requires minor excavation for the drilling of the pipe piles into suitable rock to a depth below the river channel, placement of underwater grout and concrete, extending the existing culvert from the face of the Merriweather Pump Station outlet wall and placement of stone protection materials upstream and downstream of the outlet. The location of the work is at the outlet for the Merriweather Pump Station along the existing retaining wall. Main access will be from the river side of the Merriweather Pump Station outlet wall using river based equipment. Sampling and field and lab testing of concrete for slump, air content, compressive strength, etc. will be required by the construction contractor. The culvert extension construction completion will also require final documentation through detailed as-built drawings using CAD in both MicroStation *.dgn format and Adobe Acrobat *.pdf format. B.) Capability Statements: Note: Under capability statements below, in addition to listing general experience, specifically include a listing of any USACE projects on which you demonstrated the required capability, including levee projects. 1. Briefly explain your experience with Mississippi River base construction. 2. Briefly explain your experience with drilling and grouting pipe piles into rock foundation. 3. Briefly explain your experience with drilling in Mississippi River deposit and karst rock features. 4. Briefly explain your experience with underwater construction. 5. Briefly explain your experience with placement of stone protection materials from a floating plant. 6. Provide information demonstrating that your company can obtain bonding for $1 million up to $5 million dollars. C.)
