Description
The NAVSUP Fleet Logistic Center, San Diego, CA, Port Hueneme Office is currently soliciting offers for engineering services which will directly support the Naval Satellite Operations Center (NAVSOC) Point Mugu, CA ongoing requirement for On-orbit Engineering Satellite Services. The Naval Satellite Operations Center (NAVSOC) is responsible to the Joint Forces Component Commander for Space (JFCC Space) and the Commander Fleet Cyber Command (FLTCYBERCOM) for operating, managing and maintaining assigned Department of Defense (DoD) satellites and network systems. NAVSOC ™s primary mission is to provide reliable communication services to the joint warfighter. The NAVSOC is responsible for the following satellite constellations: The Ultra High Frequency (UHF) Follow On (UFO) communication satellites, The Interim POLAR System EHF (IPS/EHF) communication payloads, and The Mobile User Objective System (MUOS) communication satellites. To fulfill this responsibility, highly qualified and specialized engineering and technical services, are required, to ensure existing and future satellite systems meet established mission requirements and capabilities, to maintain the satellite health and welfare, and to prolong the life of these satellites twenty four (24) hours a day, seven (7) days a week. This support will consist of On-Orbit Satellite Engineering Support, Satellite Command and Control, Satellite Health Trend Analysis, Risk Reduction and Mitigation, Anomaly Analysis and Resolution, Mission Documentation, Training, Mission Planning and Scheduling, Emergency Action and Continuity of Operations, Technical Assistance and Special Studies and Launch and Early Orbit (L and EO). It is anticipated that a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) performance based contract will be awarded with a one year base and four one- year options. This procurement will be solicited utilizing full and open competition. The Request for Proposal N00244-16-R-0020 will be available only in electronic format; it will be posted to both the Federal Business Opportunities (FBO) located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ Place and time of delivery will be specified in the solicitation. The Government is not responsible for any loss of Internet connectivity or for an offeror ™s inability to access the document posted on the referenced website. It is the offerors responsibility to monitor the internet site for the release of the solicitation and amendments (if any). Prospective offeror ™s should not expect notification that an amendment has been issued. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. An offeror ™s list will not be maintained by this office. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of offers may render a contractor ™s offer non-responsive and result in rejection of the same. Interested offerors must be registered in the System for Award Management (SAM) database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov. Lack of registration in the SAM database will make an offeror ineligible for award. The RFP release date will be on or about 28 March 2016 and will close 30 days thereafter. All responsible sources may submit a proposal, which shall be considered by the agency. The NAICS code applicable to this procurement is 541330.
