Description
Performance Work Statement Schedule of Items Attachment 1 (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number AG-447U-S-16-0015. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86-2. (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 561730 Landscaping Services. The small business size standard is $7.5 million. (V) See the "Schedule of Items." for line item numbers, quantities, and units of measure including options. (VI) The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary, except as otherwise provided, to successfully complete grounds maintenance at recreation sites on National Forests and Grasslands in Texas in accordance with attached and referenced specifications. Services will be provided on a CALL WHEN NEEDED BASIS for a base period from date of award, to December 31, 2016, plus two one year option periods. Submission of an offer for the basic contract period constitutes an offer to perform in the option period(s), if exercised. This procurement action is set-aside for HUBZone small business concerns. (VII) Service locations are listed in the performance work statement. (VIII) FAR 52.212-1 Instructions to Offerors -- Commercial Items, applies to this acquisition. (IX) FAR 52.212-2 Evaluation-Commercial Items, applies to this acquisition. Offers will be evaluated on price, past performance, and utilization of local work force. Non-price evaluation factors when combined are equal to cost or price in the award decision. The Government anticipates making multiple awards as a result of this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government and presents the best value, price and other factors considered. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quote or complete the representations and certifications online at www.sam.gov. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
