PROJECT TITLE: Children's Bureau Clearinghouse Services, Child Welfare Information Gateway This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code 541611 for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This is strictly market research. The Children's Bureau will not entertain questions regarding this market research. Background: The Department of Health and Human Services (HHS) is the United States government's principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. The Administration for Children and Families (ACF) is the agency within HHS that is responsible for Federal programs that promote the economic and social well-being of families, children, individuals, and communities. The Administration on Children, Youth and Families (ACYF) administers the major Federal programs that support social services that promote the positive growth and development of children, youth and their families; protective services and shelter for children and youth in at-risk situations; and adoption for children with special needs. Within ACYF, the Children's Bureau (CB) plans, manages, coordinates, and supports child abuse and neglect prevention and child welfare services programs. The Children's Bureau is the agency within the Federal Government that is responsible for assisting child welfare systems by promoting continuous improvement in the delivery of child welfare services. CB programs are designed to promote the safety, permanency, and well-being of all children, including those in foster care, available for adoption, recently adopted, abused, neglected, dependent, disabled, or homeless, and to prevent the neglect, abuse, and exploitation of children. The CB's capacity building services are intended to promote the successful implementation of national child welfare policies and programs. These services enhance the knowledge and skills of child welfare professionals and build organizational capacity in a manner that increases the likelihood that child welfare agencies will meet Federal requirements and improve outcomes for children, youth, and families. Child Welfare Information Gateway ("Information Gateway" and "CWIG"), plays an integral role in the Children's Bureau's information and capacity building network by connecting child welfare and related professionals to information and resources that cover a wide range of topics related to child welfare and the well-being of children and families. For over 25 years, the Children's Bureau has supported clearinghouse operations that address a broad continuum of child welfare topics. The function of the clearinghouse started with two areas that were legislatively mandated, including the National Clearinghouse on Child Abuse and Neglect Information (CAN) and the National Adoption Information Clearinghouse (NAIC). The CAN, which provided leadership to the child welfare field by coordinating activities across disciplines and Federal agencies was established under the Child Abuse Prevention and Treatment Act (CAPTA) of 1974 (42 USC 5104). In 1986, the NAIC was established under 42 USC 679a with the purpose of providing easily accessible information to the general public on all aspects of infant adoption and the adoption of children with special needs. In 1993, the Children's Bureau had begun expanding the child welfare-related information it collected beyond that of the CAN and NAIC. By the mid-90s, ACYF made significant administrative and organizational changes and with the re-authorization of CAPTA, all child abuse and neglect related programs were consolidated into the Children's Bureau. These changes prompted the CB to consolidate the internal operations of its two clearinghouses. In FY 2006, the clearinghouses were renamed Child Welfare Information Gateway and the services and resources provided were re-branded in a way that gives greater visibility to the continuum of child welfare. Child Welfare Information Gateway continues to serve as a national informational source for the field, covering a wide range of topics related to child welfare, child abuse and neglect, out-of-home care, adoption, and more. Purpose and Objectives: The purpose of this contract is to provide ongoing operation and support of the Children's Bureau's (CB) clearinghouse, Child Welfare Information Gateway (CWIG), which shall be responsible to develop, collect, organize, and disseminate information on child abuse and neglect, child welfare, adoption, and related programs, trends and other relevant information of interest. The services required include collection, analysis, and maintenance of materials; planning, research, and writing new/revised resource materials; website, database, social media, and information technology development and management; publications development, storage, and distribution; outreach and marketing; and information dissemination and distribution. The clearinghouse will provide information and technical assistance through a dedicated toll-free telephone number, websites, mailing address, electronic newsletters, and other written correspondence. Minimum Project Requirements: o The Contractor's staff shall have substantive knowledge in the broad areas covered by Child Welfare Information Gateway, as well as in-depth expertise in the associated sub-fields, including, but not limited to, child maltreatment, prevention, treatment/intervention, workforce, systems change, child welfare, adoption, foster care, research, statistics, program management, technical assistance, and digital services. o The Contractor shall employ at least one Project Director with a minimum of 10 years project management experience in a similar position. o The Contractor shall provide all on and off-site personnel, facilities, equipment, supplies, materials, and storage to operate all services and activities for the clearinghouse. Unless otherwise specified, all meetings, trainings, and media/reading room operations will be conducted at the Contractor's facilities. The Contractor's work space shall have the capacity to accommodate no less than 30 people in at least one meeting room. o The Contractor shall ensure compatibility and adherence to all required Federal agency rules and regulations regarding computer networks, databases, websites, and confidentiality. o The Contractor shall demonstrate thorough knowledge of Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 749d). Anticipated period of performance: The period of performance will include one 12-month base period and four 12-month option periods. Capability statement/information sought: Respondents must provide, as part of their responses, a capability statement, which addresses the following: 1. Familiarity with and knowledge of the Children's Bureau, programs administered by the CB, child welfare, and related policies and legislation. 2. Demonstrated ability to provide professional staff with extensive expertise and knowledge in a) program and fiscal management and technical assistance; b) child welfare and related fields; c) systems database and website development; and d) technical assistance. 3. Demonstrated experience and expertise in providing information, building knowledge, and offering a broad range of resources to child welfare and related professionals. 4. Demonstration of a high degree of capability in managing large projects that support a national network of professionals and groups. These groups may include Federal staff and partners, technical assistance providers, professional organizations and associations, universities, children and families, and others at the State and national level including Child Welfare Directors and Adoption and Foster Care Managers. 5. Capability to author and edit resources and materials that cover the full continuum of child welfare issues. The majority of resources will be written in English; however, the Contractor shall have the capacity to provide a significant collection of non-English resources. 6. Demonstrated ability to establish and maintain productive working relationships with key staff throughout the Children's Bureau and other Federal agencies; local, regional, national, and private organizations; institutions of higher learning; and other child welfare and related entities. 7. Capability of producing multimedia materials (print, video, audio) in accordance with government regulations, including Section 508 Compliance. 8. Demonstrated experience and expertise in producing quality reports and products in response to high priority activities and extremely short deadlines imposed by the Federal government, Congress, the White House, and media. 9. Demonstration of ability to manage large projects that require the utilization of a wide range of staff on multiple tasks simultaneously. 10. Ability to create a comprehensive multimedia strategy, grounded in research assessing needs of child welfare professionals and related professionals. 11. Demonstrated ability to transfer, maintain, and enhance the clearinghouse website, which contains over 3,000 pages; includes maintenance of Federal website containing over 2,000 pages. Capabilities must also include ability to manage more than 5 large and high profile microsites. 12. Demonstrated ability to manage multiple large scale private and public databases, track inquiries, and requests, and troubleshoot technical issues. 13. Demonstrated ability to create and maintain a learning management system grounded in key components of proven adult learning principles. 14. Ability to receive and respond (within 3 business days) to more than 6,000 customer inquiries per year. Inquiry methods include telephone, email, letters, fax, Live Chat, and website orders. 15. Demonstrated expertise and experience designing website materials, social media, promotional materials, brochures, and related publications. 16 Ability to exhibit and present at more than 50 national and local conferences across the United States each year. 17. Demonstrated ability to disseminate over 600,000 products each year with an effective strategy for distribution and tracking. 18. Ability to create, maintain, and facilitate approximately 60 active listservs that cover a wide range of topical areas, including Tribal issues, evaluation, and adoption. 19. Demonstrated experience preparing surveys and assessment tools and working directly with the Office of Management and Budget on the clearance process. 20. Capacity to monitor and evaluate the quality of services and internal processes and procedures for continuous quality improvement. Interested sources that are eligible small business contractors are invited to submit a capability statement no more than fifteen pages. This capability statement should include: • A cover letter which includes the offeror's name, company address, a point of contact, phone number, email address, DUNS number, and current GSA schedules appropriate to this work (if any). If you have a government approved accounting system, please identify the agency that approved the system, and the type of company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). • A clear and concise statement of the respondent's capability and organizational capacity to perform the work as described above. • Bios or resumes for proposed key staff members, including the project manager and lead technical staff. • The respondent's most pertinent previous experience with similar government contracts within the last four years. • Any websites and/or applications with strong social media components that the contractor has had primary responsibility for developing. • A potential quality assurance surveillance plan for measuring the work as described above, especially those that the respondent has used on previous similar performance based government contracts. This may include: o Proposed standards, metrics, or acceptable quality levels. o Methods of surveillance and/or inspection. o Evaluation methods and/or procedures. o Proposed incentive structures (positive and/or negative). o Any other procedures used to ensure high quality and cost effective work. The capability statement does not need to describe how the contractor would carry out the proposed tasks, does not need to include any budget proposals, and does not need to provide resumes or other information for non-key staff. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s) and for any other purpose deemed necessary and legally appropriate. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Qualifying small businesses which have the organizational capacity to provide either or both of the two main areas of work are encouraged to respond to this request. All teaming arrangements (if any) should also include the above-cited information with certifications for each entity on the proposed team. All offerors must register or be registered on SAM located at https://www.sam.gov/portal/public/SAM/. Responses must be received by 1:00pm EST on March 16, 2016. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
