Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has the need to procure thirteen (13) 60 amp Deployable Metering and Monitoring Systems (DMMS) metering boxes. ERDC-CERL intends to award a purchase order on a sole source basis to Garick, Chris PA, DBA Garick Consulting Engineers in accordance with FAR 13.106-1(b)(1). The meter boxes must be manufactured leveraging previous knowledge, understanding, and lessons learned through work with both DMMS and Tactical Micro-grid projects, which only this vendor can provide within the required timeframe. Market research indicates that Garick, Chris PA is the only manufacturer that can provide the required DMMS metering boxes. 1. These boxes are required to monitor 3 phase power and provide measured and calculated power values such as voltage, current, power factor, power using commercially available off-the-shelf (COTS) sensors. The boxes shall provide auxiliary sensor inputs for other parameters of interest, such as temperature, liquid level, pressure, and other common sensor outputs. Each box must be able to communicate with a central collection point known as the "head-end unit" and provide all data at intervals not to exceed 15 seconds. Boxes must be designed to be touch-safe. Boxes must be rugged to allow moderate abuse in the field without loss of capability. The boxes shall communicate using 3eTI wireless radios. (The government currently owns and uses 3eTI radios for this program). a. Each box shall have class "L" connectors for power connections b. Each box shall allow for weather tight pass through for analog to digital connections c. Each box shall have general characteristics Power Distribution Illumination Set Electrical (PDISE) boxes d. Each box shall contain the following hardware or equivalent i. Current Transformers (CTs) and voltage taps ii. 3eTI brand wireless radios. 3eTI brand is required for compatibility with existing DMMS equipment. iii. Ethernet processor iv. Analog to Digital sensors will be wired using terminal blocks inside the box. The wires to these sensors must pass through the side of the box using weatherproof grommets. Multi-hole grommets are required to allow easy connection of several sensors in a tight package. 2. One (1) trip to Fort Leonard Wood, MO is required to verify compatability. 3. Delivery is no later than 15 June 2016 to BattleLab/LVCE, Attn: Craig White, Bldg 1590 Artillery Cir, Fort Leonard Wood MO 65473. The associated North American Industry Classification System (NAICS) code is 334515 which has a size standard of 500 Employees. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
