- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award, on a sole-source basis, a Firm-Fixed-Price, definitive contract to Northrop Grumman, 7040B Troy Hill Drive, Elkridge MD 21075 for the following Emergency Voice Switch (EVS) systems and Enhanced Terminal Voice Switch (ETVS) systems. The Government intends to purchase the following items: Five (5) AN/FSC-127 Enhanced Terminal Voice Switch (ETVS) Twenty (20) AN/FSC-127A Emergency Voice Switch (EVS) systems Spares Manuals Components Parts repair ETVS and EVS will replace the current obsolete Navy unique AN/FSC-119(V) Integrated Voice Communications Switching System (IVCSS) and the voice subsystem of the current obsolete Navy unique AN/FSC-104 Emergency Communications System (ECS), which were initially installed in 1996 and 1988, respectively. Northrop Grumman is the Original Equipment Manufacturer (OEM) of the equipment being procured and holds all proprietary rights to the equipment. The authority for other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334290, with an applicable size standard of 750 employees. This notice of intent is NOT a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within ten (10) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
