- Draft Statement of Work THIS IS A SOURCES SOUGHT. IT IS NOT A SOLICITATION NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted to this Sources Sought is strictly voluntary. The Mission and Installation Contracting Command Center, Fort Bragg will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. This Notice is a request by the Government to collect information from companies for the purpose of Market Research. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. This Sources Sought is for a Firm-Fixed price contract to furnish four (4), nine (9)-passenger modification kits to the XVIII Airborne Corps, Fort Bragg, NC. The modification kits will be affixed to the M1097/A1/A2, Truck; Utility: Heavy Variant, 4x4, NSN: 2320-01-346-9317/2320-01-371-9583/2320-01-380-8604 HMMWV. All modification kits will be delivered to Ft. Bragg, NC, and must meet the following criteria: • Kits shall contain all components and mounting hardware as specified in the installation instructions, • Kits shall be free of defects that would prevent mounting on the M1097 platform or otherwise affect proper operation of the kit components, Lightweight weapons station shall rotate freely without any binding. • All passenger restraint hardware shall fasten or latch securely. • All welds shall be free of porosity, cracks or inclusions. • All painted metal surfaces shall be free of bare spots, rust or corrosion. • All seats cushions shall be free of rips or tears. The North American Industry Classification System (NAICS) code for this acquisition is 336992 for Military Armored Vehicle, Tank, and Tank Component Manufacturing; Size Standard is 1,500 Employees. Contract shall be Firm Fixed Price with delivery expected within 45 days after receipt of award. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, Economically Disadvantaged Woman-Owned Small Business, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a proposal for this sources sought MUST submit the following by e-mail to Elsa Aguon at elsa.aguon.civ@mail.mil by the 4:30PM EST on 23 March 2016. Firm's response to this Sources Sought shall include the following information: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. [Tailor the information requested to the requirement, e.g. lead time for implementation, proposed solution, alternative solution, security clearances, bonding requirements, etc., as applicable.] 4. Information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services.
