Description
Preliminary Question and Answer Statement of Work Version 1.1 (dated 3/9/16) 3/9/2016 - Update The purpose of this update is to provide responses to initial questions recieved for the pre-solicitation notice. An updated statement of work has also been posted and well as the estimated quantity in the description of the pre-solicitation notice below. It is still anticipated the RFP will be posted on or after April 8, 2016. HSBP1016R0004 - DHS/CBP Body Armor Level IIIA (Synopsis) U.S. Customs and Border Protection (CBP), on behalf of the Department of Homeland Security (DHS), intends to solicit offers in response to request for proposal (RFP) HSBP1016R0004. The RFP will result in the award of multiple indefinite delivery / indefinite quantity (ID/IQ) contracts for personal body armor. The anticipated contracts will be issued with a seven (7) year period of performance and will be available for use by all components within DHS, as well as other federal agencies. The proposed contracts will include the following items: ballistic panels (front and back, with trauma pad) NIJ Level IIIA 0101.06 Standard, concealable carrier, additional straps for the concealable carrier, outer garment carriers (formal, standard, and tactical), ballistic accessories for the tactical outer garment carrier, general accessories (pouches), carry bag, moisture wicking undergarments, and additional placards and badges. All items are further defined in the attached statement of work (SOW), which will be included in the RFP. The items will be available on an individual (or "ala carte") basis to meet individual component requirements. Each component is able to establish a body armor "package", consisting of any combination of items listed in the SOW, in the quantities determined by the component in order to meet component requirements. The "package" will be determined at the delivery order level and will be coordinated in accordance with SOW Section 4.23. The estimated quantity over the 7 year ordering period is anticipated not to exceed 122,700 units. In order to evaluate each offeror's armor for overall comfort and fit, an initial submission of nine (9) sets of armor will be made to the CBP's Office of Border Patrol in El Paso, TX. Each potential offeror shall attend a mandatory measurement meeting in order to measure nine (9) CBP Officers or Agents and then provide nine (9) armor packages that include: one (1) concealable carrier, one (1) standard outer garment carrier, one (1) set of ballistic panels (including trauma pad), and one (1) carry bag to be used for those vests for comfort and fit testing. Potential offeror's shall be available for measuring on April 20, 2016 at 8:30 am local time, at the location below: US Border Patrol Sector Training Facility 3711 Mattox St. El Paso, TX 79925 For security purposes, potential offerors shall forward the names and contact information of all personnel who will be attending the April 20th measurement meeting to the contract specialist via matthew.a.korn@cbp.dhs.gov no later than close of business on April 11, 2016. Potential offerors are limited to two (2) personnel per potential offeror. Following the mandatory measurement meeting, potential offerors shall deliver completed body armor packages no later than 3:00 pm CDT on May 10, 2016. Armor shall be shipped to same address listed above, and include the following "c/o DHS Body Armor Solicitation, Attn: Eric La-Luz". The armor must be NIJ IIIA 0101.06 certified at time of receipt, include a copy of the NIJ Letter of Certification, and be black in color with no company markings or logos on any of the carriers or bags. The solicitation will be issued as a total small business set-aside under NAICS 315990, with a small business size standard of 500 employees. It is anticipated the RFP shall be issued on or after April 8, 2016. Only small businesses that provided the sample armor sets above in response to this posting may submit a proposal which shall be considered by the agency. This solicitation will be evaluated on a best value trade-off basis which will take into account technical (comfort/fit as well as ballistic, etc.), administrative, and price considerations.
