CAPABILITY PACKAGE For AFLCMC/IT SUPPORT SERVICES FA8604-16-R-7007 Small Business 8a Set-Aside Capability Package Request: BACKGROUND: The Chief Information Technology Office (CITO), in support of Air Force Life Cycle Management Center (AFLCMC), provides a Center-wide focus to the AFLCMC Information Technology (IT) business mission. The CITO provides strategic direction for AFLCMC through execution of information technology plans, policies, and requirements and through the introduction of new technological solutions for use across AFLCMC. The mission of the Aeronautical Systems Center Plans and Resources Division is to establish, integrate, and manage enterprise IT programs, plans, and standards for AFLCMC. The C I T O U niq u e I n f o r ma t ion T ec hno l ogy ( I T) Su p port S e r v ic e s is to pr o vi d e unique I n f o r mat i on Technology (IT) Services Support for AFLCMC Organizations. All respondents must be able to begin all required work with the necessary security clearances no later than 01 June 2016. Work will be located primarily at Wright-Patterson AFB, but could include other AF locations that support AFLCMC such as Hanscom, Eglin, Robins, Oklahoma City or Hill AFBs. This support includes tasks to ensure an effective Information Management concept and structure that fosters timely deployment and optimal operation of Information Systems for AFLCMC organizations. Performance is to begin no later than 1 June 2016. The contractor will be required to provide all personnel, supervision and other items necessary to manage the support for AFLCMC as outlined in the accompanying DRAFT Performance Work Statement. PURPOSE: The objective is to acquire IT services to support operational missions of AFLCMC organizations via task orders. All respondents must be able to begin all required work with the necessary security clearances no later than 01 June 2016. At a minimum, IT services will consist of the following: server and desktop support within Special Access Required (SAR) and Foreign Military Sales (FMS) environments; Government to Business (G2B) communications interfaces; information systems security; multimedia set-up and operations support; perform the following functions Information Technology Equipment Custodian (ITEC), Unit Software License Manager (ULSM), Telephone Service Officer (TSO) and Mobile Computing Device support; web based development and maintenance; support for in-house software application ; server administration; development and maintenance of Certification and Accreditation (C&A) packages; and portfolio management support. REQUEST FOR CAPABILITY PACKAGE: Request your firm submits information as to its capability to perform the tasks set forth in the attached draft Performance Work Statement (PWS). DATE DUE: To be considered, packages must be received in the buying office not later than 2 :00 p m, EST, 11 March, 2016. Interested parties are encouraged to email if they have any questions. (See below for contact information) PACKAGE REQUIREMENTS: •1. Review DRAFT Performance Work Statement for task descriptions of work to determine your capability and capacity to perform this effort. •2. Provide a brief description of your team's capability and capacity to manage the following tasks. Address briefly how your team will perform this work. Please address in the order listed below: •a) Customer Support •b) Application Development •c) Network Implementation •d) Systems Support •e) Communication Support •f) Video Teleconference and meeting support •g) Asset Management •h) Information Assurance •3. Provide no more than five contract history matrices for any contract relevant to this effort (include information ONLY for work performed within the last three years). This matrix does not count towards the page limit. The matrix shall contain the following: •a) The title of service provided •b) Contract Number •c) Customer •d) Customer Phone and e-mail address •e) Period of Performance •f) Approximate dollar value for all relevant contracts •g) Description of service performed •4. Describe your experience in transitioning efforts of similar size and complexity. Please describe your anticipated plan for this effort. •5. Provide information as to the extent subcontracting/teaming is anticipated. Indicate specific functional areas and tasks for which subcontracting/teaming will be relied upon. •6. Address your ability to support AFLCMC at locations other than WPAFB. •7. Address your ability to finance the initial contract. •8. Address your approach to initial staffing. •9. Address your approach to obtaining personnel with certifications and clearances. Please note many AFLCMC positions require a minimum of Secret clearance while a few require a Top Secret clearance, and the contractor is required to hold a Top Secret facility clearance at time of proposal submission. •10. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Covers, tab dividers, title pages, glossaries, and table of contents are not required.
