Description
The National Cancer Institute (NCI), Molecular Imaging Program (MIP), plans to procure on a sole source basis preventive maintenance services from Philips Healthcare, 22100 Bothell Everett Highway, Bothell, WA 98041. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award for base period and two (2) 12 month option period thereafter. It has been determined there are no opportunities to acquire green products or services for this procurement. The Molecular Imaging Program is focused on the development of advanced imaging tools to further the treatment of cancer in humans. As part of our clinical effort, the Molecular Imaging Clinic houses a human Gemini TF PET/CT Scanner (Philips Medical Systems) on which research patients are scanned. This has proven invaluable in the kinds of patients Molecular Imaging Program (MIP) sees at NCI. MIP is proposing to renew a service agreement for the Philips Gemini TF PET/CT Scanner. Contractor Requirements are: 1. SCOPE: Contractor shall provide all labor, material and equipment necessary to maintain and provide preventive maintenance for a government-owned Philips Medical Systems Gemini TF PET/CT Scanner, S/N 41443866, for the period May 1, 2016 through July 31, 2016. This scanner is used for human patient use and clinical trials. All maintenance service shall be performed on-site in accordance with the manufacturer's standard commercial maintenance practices. 2. PREVENTIVE MAINTENANCE: Contractor shall perform one (1) planned preventive maintenance during the contract period. Technically qualified factory-trained personnel shall perform Service. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. 3. EMERGENCY SERVICE: On-site, emergency repair service visit shall be provided during the term of this contract at no additional cost to the government. Emergency service shall be provided during normal working hours, Monday through Friday excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall provide a one (1) hour initial response with a four (4) hour on-site response furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for planned preventative maintenance. All labor and travel will be included. 4. REPLACEMENT PARTS: The contractor shall furnish all required replacement parts, including the CT tube, at no additional cost to the Government, with the exception of consumables. Parts shall be new or re-manufactured to original equipment specifications. Delivery of parts will be earliest next day delivery. 5. SOFTWARE UPDATES/SERVICE: The contractor shall provide software service and updates in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the government. The contractor shall provide unlimited clinical technical support (24hrs/day, 7 days/week) for trouble-shooting for the instrument and clinical application support (M-F 8am-9pm), except Federal holidays. Contractor shall provide priority remote service response and remote service support. Contractor shall also provide proactive monitoring services network. 6. SERVICE EXCLUSIONS: The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. 7. PERIOD OF PERFORMANCE: Period of Performance shall be for four (4) months from May 1, 2016 through July 31, 2016. 8. PERSONNEL QUALIFICATIONS: Technically qualified factory-trained personnel shall perform service to the Gemini PET/CT Scanner. All primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this contract. Philips Medical Systems is the only vendor known that can perform repairs to this instrument because they are the sole provider of this instrument. The software and hardware are proprietary and will render the warranty and agreement void if any third party works on the scanner. Personnel are factory trained by Philips Healthcare and have experience in servicing the scanner. Philips Medical System's ability to respond on site within 1 to 4 hours for this instrument used by patients in clinical trials makes them the only source known that can meet the Government's requirements. This instrument requires a maintenance agreement for four months only to allow the Government buy more time to procure a replacement instrument. Having a new contractor try to service this instrument will not only be disruptive for the lab but could also be more costly to the Government if the machine is not properly maintained. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 1 PM EST, on March 24, 2016. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Officer via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
