Description
NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: VA260-16-Q-0321Date of Notice: 03-10-2016 Contracting Officer: DIANA CURLClosing Date: 04/09/2016 This notice will appear for 30 days from above date. ************************************************************************************** Description of Supplies/Services: The Department of Veterans Affairs, Portland VA Medical Center, requires services, non - personal, to provide proprietary licenses and a software and hardware maintenance support agreement for the Philips Intellispace software system. The Government intends to award this requirement noncompetitively IAW FAR 6.302-1, to Philips Electronics North America Corporation, because this vendor is the manufacturer of the product. Accordingly, Philips Electronics North America Corporation is the only firm capable of providing the supplies and services described above, because Intellispace (aka ISP) is a proprietary Philips product which is installed and utilized throughout Radiology for manipulation of PACS images. Intellispace is only available from Philips, the OEM. No other OEM (GE, Siemens, Toshiba) etc. has access to the proprietary software, applications, troubleshooting capabilities, etc. Third party vendors may have limited access, but they will not have access to updates and upgrades as required by the Portland VA. Accordingly, Philips Healthcare, a division of Philips Electronics North America Corporation, is the only firm capable of providing the supplies and services without the Veteran's Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition. Philips will use commercially reasonable efforts to provide the customer with technical support and maintenance services. Included in the services, at no additional labor cost, will be Telephone and Remote Support, Interface Support, Software Upgrades, Updates and Fixes, and Installation Services for Software Upgrades, Updates and Fixes. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response, which, if timely received, must be considered by the agency. The estimated/potential $292,024.00 Place of Performance: Portland, OR ****************************************************************************** ****************************************************************************** This notice and any resulting contract or order conforms to the requirements in place through FAC 05-86 (effective 01 Feb 2016).
