- The Naval Sea Logistics Center (NSLC) and the Naval Sea Systems Command Acquisition and Commonality Logistics Code (NAVSEA 06L) have requirements for support of various U.S. Navy maintenance and logistics information technology systems. These systems are used to support a wide variety of business processes. The contractor shall be required to provide expert engineering support to the Government in the areas of information technology life cycle planning, operations and sustainment, documentation, program management, testing, training, and deployment in support of these systems. ManTech International Corporation (ManTech) of 12015 Lee Jackson Highway, Fairfax, VA, 22033, is currently supporting these requirements as a portion of the tasking under contract N00024-14-C-4110, which is a bridge contract from task order N00178-04-D-4080-EH01, competitively awarded on 18 July 2008. This contract is due to expire on 15 May 2016. Request For Proposal (RFP) number N00024-13-R-3225 was issued in the SeaPort-e portal on 19 December 2013 as a small business set-aside follow-on supporting NSLC Logistics and Maintenance systems. A Sources Sought Notice for RFP number N00024-15-R-3243 was released in the SeaPort-e portal in November 2015 to support the SEA 06 SCLSIS systems. The resulting solicitation will also be issued in the SeaPort-e portal as a small business set-aside. Pursuant to 10 U.S.C. 2304(c)(1), ManTech is the only responsible source capable of fulfilling the Navy's requirements for continuing the needed support without unacceptable delays in fulfilling the Government's requirements until the follow-on competitions are completed and the resulting task orders awarded. The period of performance for the immediate sole-source contract is anticipated to be from 16 May 2016 through 15 May 2018 as a six month basic contract with three optional six month periods to enable the continuation of these critical services. It is not anticipated that the support for the NSLC IT systems will be required beyond the six month base period of this effort. The principle places of performance are Mechanicsburg, PA, Mayport, FL, Kittery, ME, and Portsmouth, VA. Parties interested in subcontracting opportunities should contact ManTech directly. This notice is for informational purposes only. The Government will not be requesting proposals and will not be responsible for bid and proposal costs.
