- The National Aeronautical and Space Administration has a requirement for MyBoeingFleet web portal via sole source justification for the following requirement: Immediate, 24 hour per day access to aircraft maintenance documents, engineering drawings, spare parts online ordering system, Data and Services Catalog, notices of new service bulletins, technical media tracking, Boeing Digital Profile Drawings, Airplane Tooling Services, Maintenance Tooling online ordering system, and other features of this specialized web portal. All documents and data must be applicable to 747SP aircraft serial number 21441. NASA/NSSC intends to issue a sole source purchase order to Boeing of Seattle, WA, under the authority of FAR 6.302-1. Boeing is the exclusive reseller of Boeing's MYBoeingFleet web portal. The period of performance will be from April 1, 2016 through March 31, 2017. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-72. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 541511 Custom Computer Programming Services. The following clauses and provisions are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on March 17, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
